  • Politics and law appear deeply entwined in contemporary international relations. Yet existing perspectives struggle to understand the complex interplay between these aspects of international life. In this path-breaking volume, a group of leading international relations scholars and legal theorists advance a new constructivist perspective on the politics of international law. They reconceive politics as a field of human action that stands at the intersection of issues of identity, purpose, ethics, and strategy, and define law as an historically contingent institutional expression of such politics. They explain how liberal politics has conditioned modern international law and how law 'feeds back' to constitute international relations and world politics. This new perspective on the politics of international law is illustrated through detailed case-studies of the use of force, climate change, landmines, migrant rights, the International Criminal Court, the Kosovo bombing campaign, international financial institutions, and global governance.

Justice, Community and Dialogue in International Relations

  • Shapcott investigates the question of justice in a culturally diverse world, asking if it is possible to conceive of a universal or cosmopolitan community in which justice to difference is achieved. Justice to difference is possible, according to Shapcott, by recognising the particular manner in which different humans identify themselves. Such recognition is most successfully accomplished through acts of communication, and in particular, conversation. The accounts of understanding developed by H. G. Gadamer provide a valuable way forward in this field. The philosophical hermeneutic account of conversation allows for the development of a level of cosmopolitan solidarity that is both 'thin' and universal, and which helps to provide a more just resolution of the tension between the values of community and difference. Students and scholars of international relations, international ethics and philosophy will be interested in this original study.

  • In this much-expanded edition of his classic study, John Vasquez examines the power of the power politics perspective to dominate inquiry, and evaluates its ability to provide accurate explanations of the fundamental forces underlying world politics. Part I of the book reprints the original 1983 text of The Power of Power Politics. It examines classical realism and quantitative international politics, providing an intellectual history of the discipline and an evaluation of statistical research guided by the realist paradigm. The second part provides six new chapters covering neorealism, post-modernism, the neotraditional research program on balancing, Mearsheimer's analysis of multipolarity and institutionalism, the debate on the end of the Cold War, and neoliberalism. Through the use of comparative case studies these chapters analyse the extent to which the realist paradigm has been progressive (or degenerating), empirically accurate, and remains a relevant and explanatorily powerful theoretical approach for our current era.

  • The hierarchy of states presents Ian Clark's Reform and resistance in the international order, a well-established text on international relations first published in 1980, in a completely revised form. Combining a detailed examination of theory with a full account of historical developments, Dr Clark analyses the nature of international order - the hierarchical state system - and its potential for reform. The theory of international order is explored tracing two traditions of thought epitomised in the writings of Kant and Rousseau, whilst in a historical survey Dr Clark covers the main attempts to implement international order since 1815 and includes such aspects as concert diplomacy, alliance systems, international organisations as well as such informal understandings as nuclear deterrence, crisis management and spheres of influence. This revised edition contains two new chapters - one on international/world order issues and the other on 'macro' changes between 1815 and 1990. Dr Clark has updated his discussion on the course of superpower relations and most of the material on the post-1945 period is introduced in this edition for the first time.

Using the organising concept of a tradition, it shows that ethics offers many different languages for moral debate rather than a set of unified doctrines. But, he argues, systems change can be both peaceful and secure. Developing a theory of the power cycle, the author reveals the structural bounds on statecraft and shows how the tides of history can suddenly and unexpectedly shift against the state.

  • International regimes have been a major focus of research in international relations for over a decade. Three schools of thought have shaped the discussion: realism, which treats power relations as its key variable; neoliberalism, which bases its analysis on constellations of interests; and cognitivism, which emphasizes knowledge dynamics, communication, and identities. Each school articulates distinct views on the origins, robustness, and consequences of international regimes. This book examines each of these contributions to the debate, taking stock of, and seeking to advance, one of the most dynamic research agendas in contemporary international relations. While the differences between realist, neoliberal and cognitivist arguments about regimes are acknowledged and explored, the authors argue that there is substantial scope for progress toward an inter-paradigmatic synthesis.

  • Governing Global Networks argues that most international regimes are grounded in states' mutual cooperation, and not in the dictates of the most powerful states. It focuses on the regimes for four important international industries - shipping, air transport, telecommunications and postal services. Of particular importance to these regimes have been states' interests in both the free flow of commerce and their policy autonomy. The authors examine the relationship between these potentially conflicting goals. In particular they trace the impact of deregulation, which has led some states increasingly to place gains from economic openness ahead of their desire to maintain a high degree of control of their own economies; and to the decline of the traditional cartel elements of these regimes. This analysis is an important contribution to theoretical debates between neo-realists and neo-liberals in the study of international organisations and international political economy.

How the Weak Win Wars

  • How do the weak win wars? The likelihood of victory and defeat in asymmetric conflicts depends on the interaction of the strategies weak and strong actors use. Using statistical and in-depth historical analyses of conflicts spanning two hundred years, in this 2005 book Ivan Arregúin-Toft shows that, independent of regime type and weapons technology, the interaction of similar strategic approaches favors strong actors, while opposite strategic approaches favors the weak. This approach to understanding asymmetric conflicts allows us to makes sense of how the United States was able to win its war in Afghanistan (2002) in a few months, while the Soviet Union lost after a decade of brutal war (1979–89). Arreguín-Toft's strategic interaction theory has implications not only for international relations theory, but for policy makers grappling with interstate and civil wars, as well as terrorism.
