  • Exploring the intersection of the 'domestic' and the 'international' in environmental politics, this book presents seven original case studies which show how the internationalization of environmental protection efforts is altering policy-making processes, policy outcomes, and the effectiveness of policy implementation.   • Transnational merchant law, which is mistakenly regarded in purely technical and apolitical terms, is a central mediator of domestic and global political/legal orders. By engaging with literature in international law, international relations and international political economy, this book develops the conceptual and theoretical foundations for analyzing the political significance of international economic law. In doing so, it illustrates the private nature of the interests that this evolving legal order has served over time. Interstate Crisis Behavior, 1816–1980

  • Why have some interstate crises escalated to war when other have not? Are there patterns of behavior that war-prone disputes share in common? These are some of the questions considered by Russell Leng as he examines the behavior of nations in forty militarised crises occurring between 1816 and 1980. Leng considers the conditions under which crises are more or less likely to escalate to war or be resolved peacefully and compares the descriptive and prescriptive validity of two competing perspectives on conflict behavior: classical realism and the psychological approaches of behavioral scientists. The author concludes that elements of both realist and psychological perspectives are necessary for an adequate understanding of interstate crisis behavior and that the most effective approach to crisis bargaining combines each perspective in a firm-but-flexible 'reciprocating' strategy. The epilogue presents a provocative critique of the bargaining strategies pursued by the United States and Iraq during the Gulf Crisis of 1990–1991.

Along the Domestic-Foreign Frontier

  • In this book James Rosenau explores the enormous changes which are currently transforming world affairs. He argues that the dynamics of economic globalization, new technologies, and evolving global norms are clashing with equally powerful localizing dynamics. The resulting encounters between diverse interests and actors are rendering the boundaries between domestic and foreign affairs ever more porous and creating a political space, designated as the 'Frontier,' wherein the quest for control in world politics is joined. The author contends that it is along the Frontier, and not in the international arena, that issues are contested and the course of events configured. The book examines a number of contexts and agents through which local, national, and international affairs are woven together. Rosenau's recurring theme is the challenge of achieving governance along the turbulent domestic-foreign Frontier.

The Sanctions Paradox

  • Despite their increasing importance, there is little theoretical understanding of why nation-states initiate economic sanctions, or what determines their success. This 1999 book argues that both imposers and targets of economic coercion incorporate expectations of future conflict as well as the short-run opportunity costs of coercion into their behaviour. Drezner argues that conflict expectations have a paradoxical effect. Adversaries will impose sanctions frequently, but rarely secure concessions. Allies will be reluctant to use coercion, but once sanctions are used, they can result in significant concessions. Ironically, the most favourable distribution of payoffs is likely to result when the imposer cares the least about its reputation or the distribution of gains. The book's argument is pursued using game theory and statistical analysis, and detailed case studies of Russia's relations with newly-independent states, and US efforts to halt nuclear proliferation on the Korean peninsula.

From International to World Society?

  • In this 2004 book, Barry Buzan offers an extensive critique and reappraisal of the English school approach to International Relations. Starting on the neglected concept of world society and bringing together the international society tradition and the Wendtian mode of constructivism, Buzan offers a new theoretical framework that can be used to address globalisation as a complex political interplay among state and non-state actors. This approach forces English school theory to confront neglected questions about both its basic concepts and assumptions, and about the constitution of society in terms of what values are shared, how and why they are shared, and by whom. Buzan highlights the idea of primary institutions as the central contribution of English school theory and shows how this both differentiates English school theory from realism and neoliberal institutionalism, and how it can be used to generate distinctive comparative and historical accounts of international society.

The International Organization of Credit

  • In this book, Randall Germain explores the international organization of credit in a changing world economy. At the centre of his analysis is the construction of successive international organisations of credit, built around principal financial centres (PFCs) and constituted by overlapping networks of credit institutions, mainly investment, commercial, and central banks. A critical historical approach to international political economy (IPE) allows Germain to stress both the multiple roles of finance within the world economy, and the centrality of financial practices and networks for the construction of monetary order. He argues that the private global credit system which replaced Bretton Woods is anchored unevenly across the world's three principal financial centres: New York, London, and Tokyo. This balance of power is irrevocably fragmented with respect to relations between states, and highly ambiguous in terms of how power is exercised between public authorities and private financial institutions.

  • This book provides a distinctive and rich conception of methodology within international studies. From a rereading of the works of leading Western thinkers about international studies, Hayward Alker rediscovers a 'neo-Classical' conception of international relations which is both humanistic and scientific. He draws on the work of classical authors such as Aristotle and Thucydides; modern writers like Machiavelli, Vico, Marx, Weber, Deutsch and Bull; and post-modern writers like Havel, Connolly and Toulmin. The central challenge addressed is how to integrate 'positivist' or 'falsificationist' research styles within humanistic or interpretive ones. The author argues that appropriate, philosophically informed reformulations of conventional statistical and game-theoretic analyses are possible, and describes a number of humanistic methodologies for international relations, including argumentation analysis, narrative modeling, computational models of political understanding and reconstructive analysis.

United States Foreign Policy toward Africa

  • In this book Peter Schraeder offers the first comprehensive theoretical analysis of US foreign policy toward Africa in the postwar era. He argues that though we often assume that US policymakers 'speak with one voice', Washington's foreign policy is, however, derived from numerous centres of power which each have the ability to pull policy in different directions. The book describes the evolution of policy at three levels: Presidents and their close advisors; the bureaucracies of the executive branch; and Congress and African affairs interest groups. Most importantly, the evidence presented demonstrates that the nature of events in Africa has itself affected the operation of the US policymaking process, and the substance of US policy. Drawing on over 100 interviews, and detailed case studies in Zaire, Ethiopia-Somalia and South Africa, this book provides a unique analysis of the historical evolution of US foreign policy towards Africa from the 1940s to the 1990s.

The Domestic Analogy and World Order Proposals

  • How profitable is it for world order to transfer the legal and political principles, which sustain order within states to the domain of relations between states? This has been one of the central and most contentious questions in the study of international relations. The term 'domestic analogy' refers to the idea that inter-state relations are amenable to the same type of institutional control as the relations of individuals and groups within states. In this study Dr Suganami discusses the role the domestic analogy has played in proposals about world order, peace, justice and welfare in the period since 1814. As well as analysing the ideas of major writers on international law and relations, Hidemi Suganami examines the creation of the League of Nations, the United Nations and its agencies, and the European Community - all of which have sprung from the domestic analogy. The Domestic Analogy and World Order Proposals makes an important contribution to the history of ideas about world order, exploring how this particular mode of reasoning about international relations has evolved against changing historical backgrounds.

  • In this book Mark Neufeld argues that the predominance of the positivist approach to the study of international politics has meant that theory committed to human emancipation remains poorly developed. He suggests that International Relations theory must move in a non-positivist direction, and takes recent developments in the discipline (including Gramscian, postmodernist, feminist and normative approaches) as evidence that such a shift is already under way. In a comprehensive treatment, he argues that the critical theory of the Frankfurt School can be used to reorient the study of world politics. Drawing on recent work in social and political theory, as well as International Relations, this book offers an accessible analysis of recent developments in the study of international politics.

  • This book celebrated the 50th anniversary of the Universal Declaration of Human Rights by showing how global human rights norms have influenced national government practices in eleven different countries around the world. Had the principles articulated in the Declaration had any effect on the behavior of states towards their citizens? What are the conditions under which international human rights norms are internalized in domestic practices? And what can we learn from this case about why, how, and under what conditions international norms in general influence the actions of states? This book draws on the work of social constructivists to examine these important issues. The contributors examine eleven countries representing five different world regions - Northern Africa, Sub-Saharan Africa, Southeast Asia, Latin America, and Eastern Europe - drawing practical lessons for activists and policy makers concerned with preserving and extending the human rights gains made during the past fifty years.

  • This book constructs a new scientific explanation of the onset and expansion of war and the conditions of peace. The author describes systematically those factors common to wars between equal states to see if there is a pattern that suggests why war occurs, and how it might be avoided or mitigated, delineating the typical path by which relatively equal states have become embroiled in wars with one another in the modern global system. Emphasis is placed on the issues that give rise to war and how the practices of power politics lead to a series of steps that produce war rather than peace. The book differs from others in that it employs the large number of empirical findings generated in the last twenty-five years as the basis of its theorizing, and integrates these research findings so as to advance dramatically the scientific knowledge of war and peace.

  • This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

European Conquest and the Rights of Indigenous Peoples

  • Paul Keal examines the historical role of international law and political theory in justifying the dispossession of indigenous peoples as part of the expansion of international society. He argues that, paradoxically, law and political theory can now underpin the recovery of indigenous rights. At the heart of contemporary struggles is the core right of self-determination, and Keal argues for recognition of indigenous peoples as 'peoples' with the right of self-determination in constitutional and international law, and for adoption of the Draft Declaration on the Rights of Indigenous Peoples by the General Assembly. He asks whether the theory of international society can accommodate indigenous peoples and considers the political arrangements needed for states to satisfy indigenous claims. The book also questions the moral legitimacy of international society and examines notions of collective guilt and responsibility.

He shows how rationality is in many strategic situations hard to define and often leads to paradoxes such as the prisoners' dilemma. In the following part the author explores rational beliefs about the international system. He examines theories of arms races, alliances and the international problems of ecology. Here he is critical of the classical school of international relations for a lack of rigour in dealing with the problems of evidence and belief. Finally, Michael Nicholson discusses the philosophy of science, policy and ethics. This book is both an exposition and a defence of a social scientific approach to international relations.   • This book argues that community can exist at the international level, and that security politics is profoundly shaped by it, with states dwelling within an international community having the capacity to develop a pacific disposition. By investigating the relationship between international community and the possibility for peaceful change, this book revisits the concept first pioneered by Karl Deutsch: 'security communities'. Leading scholars examine security communities in various historical and regional contexts: in places where they exist, where they are emerging, and where they are hardly detectable. Building on constructivist theory, the volume is an important contribution to international relations theory and security studies, attempting to understand the conjunction of transnational forces, state power and international organizations that can produce a security community.

Political Realism in International Theory

  • In this 1996 book Roger Spegele argues that in the past international theorists have failed to recognise that there is not one conception of international relations, subdivided into different theories and approaches, but at least three wholly different conceptions of the subject. Though scholars are increasingly prepared to accept this, there is still no consensus about what to call these conceptions, how to describe them, and why they should be studied. This book attempts to fill this gap. The author first examines two conceptions of IR - positivism-empiricism and emancipatory international relations - which challenge political realism. He then defends a revised version of realism, called 'evaluative political realism', from challenges arising from its rivals, with the aim of defining a conception of political realism which is coherent, viable, and attractive.
