On June 27, 1973, Juan María Bordaberry, the democratically elected president of Uruguay, dissolved the general assembly and remained in office, sharing executive power with the military command. Uruguayans mention this date when asked when was the last coup d’état in their country. However, political and social actors have long disagreed over the exact meaning of this event and few would now reject that it was just one, albeit final and dramatic, step in a relatively long path toward authoritarianism. Things were different after that date in terms of state institutions as well as freedoms and rights for the citizenry, but many analysts have shown that most of these changes were in the making since at least 1968, when Jorge Pacheco Areco took power and governed under repressive measures of exception. A more recent body of literature has gone further back in time to show the importance of previous steps that aligned national politics with the polarized order of the Cold War. This chapter aims at offering a plausible narrative of what happened in the fifteen years before the date of the coup, combining basic historical facts with the changing interpretations that placed and displaced meaning and importance among them.
US politics is living a tense period of transformation. Approaching the presidential elections of 2024, many commentators question the fate of the US representative democracy and its political system. Political scientists have largely contributed to the critical analysis of the US case. A special mention goes to Jacob Hacker and Paul Pierson. The two scholars have marked the last two decades of US political science with a brilliant reconstruction of the American crisis and some of its key trends: the progressive increase of inequality; the mounting role of business lobbies; the decline of the US political economy and the erosion of the federal institutions. The present research note reviews three key books that shed light on contemporary US political economy through a typical political science approach. The value of these books goes well beyond the originality of the analysis of US politics. The books remind us the importance of three theoretical domains that marked political science and that merit to be further developed: interest group theory, neo-institutionalism and historical theories of democratization. Then, they shed light on the current dramatic tensions over representative democracies, well beyond the US exceptionalism. Hacker and Pierson provide an illuminating analysis of democratic tensions and give insights for the future research agenda of scholars of western political economies (including Italy and Europe). The books eventually outline some interesting methodological lines of future research.
Chapter 1 sets the stage by comparing leadership elections in the two major UK parties following the Brexit referendum. While Conservative members of parliament acted swiftly to replace their leader, Labour was unable to follow suit, leading to an unprecedented internal crisis. These divergent paths, Kernell argues, can best be explained by attention to party rules. After briefly extending the comparison to discuss party rules in several other countries, Chapter 1 summarizes the book’s core arguments and the formal model, introduces the evidence, and provides a roadmap for the rest of the book.
A common challenge in studying Italian parliamentary discourse is the lack of accessible, machine-readable, and systematized parliamentary data. To address this, this article introduces the ItaParlCorpus dataset, a new, annotated, machine-readable collection of Italian parliamentary plenary speeches for the Camera dei Deputati, the lower house of Parliament, spanning from 1948 to 2022. This dataset encompasses 470 million words and 2.4 million speeches delivered by 5830 unique speakers representing 77 different political parties. The files are designed for easy processing and analysis using widely-used programming languages, and they include metadata such as speaker identification and party affiliation. This opens up opportunities for in-depth analyses on a variety of topics related to parliamentary behavior, elite rhetoric, and the salience of political themes, exploring how these vary across party families and over time.
One of the most important global political developments is the current wave of autocratization. Most research identifies this as an executive-led process, while others highlight the role opposition actors play in resisting it. We combine this work into a common framework asking, how (anti-)democratic are party systems? Party-system literature emphasises and measures policy differences, while we conceptualise party systems’ democratic positions highlighting to what extent divergent regime preferences are prevalent across parties. To estimate this dimension, we introduce the Party-System Democracy Index (PSDI), capable of tracking regime preferences across party systems from 1970 to 2019 across 178 countries and 3,151 country-years. We implement well-established content, convergent, and construct validity tests to confirm the PSDI’s reliability. Finally, we also show that the PSDI is an important predictor for regime changes in either direction and that changes in the PSDI can signal a looming regime change. This work provides a new framework for studying regime changes and contributes to the renewal of the party-systems literature.
Political parties vary in their responses to electoral challenges, including the rise of populist competitors. To address these challenges, they sometimes engage with peripheral issues located outside their ideological comfort zones, and at other times they adhere more closely to their core policies. Although these patterns are well-documented, voters' perceptions thereof remain under-examined. This article argues that voters evaluate parties' claims not just based on the direction of their policy engagement – positive or negative – but also based on the commitment behind these actions, distinguishing ideological commitment from strategic manoeuvres. Employing a pre-registered vignette experiment, the article shows that voters differentiate responses to core versus peripheral issues, regardless of their personal agreement with the policies. Populist attitudes further moderate these perceptions, as voters with such views are typically more sceptical of parties' motives, limiting the impact of party behaviour on perceived commitment primarily to non-populist individuals. This highlights the importance of perceived commitment in elections and the constraints parties face in responding to competition.
While extensive research examines electoral systems and institutions at the country-level, few studies investigate rules within parties. Inside Parties changes the research landscape by systematically examining 65 parties in 20 parliamentary democracies around the world. Georgia Kernell develops a formal model of party membership and tests the hypotheses using cross-national surveys, member studies, experiments, and computer simulations of projected vote shares. She finds that a party's level of decentralization – the degree to which it incorporates rank and file members into decision making – determines which voters it best represents. Decentralized parties may attract more members to campaign for the party, but they do so at the cost of adopting more extreme positions that pull them away from moderate voters. Novel and comprehensive, Inside Parties is an indispensable study of how parties select candidates, nominate leaders, and set policy goals.
Ideological polarization between political parties is essential for meaningful electoral competition, but at its extreme can strain democratic functioning. Despite a widespread recognition that multiple divides structure contemporary party polarization in Europe, its prevailing conceptualization and measurement remain one-dimensional. To resolve this tension, we introduce a novel, multidimensional approach to party polarization. Our main focus is on whether different ideological divides reinforce or crosscut each other. We calculate the effective dimensionality of a policy space using the correlation matrix of parties’ positions, which accounts for how the dimensions interrelate. Using both artificial data and positional estimates from the Chapel Hill Expert Survey (1999–2019), we highlight the advantages of our approach and demonstrate that it is better able to capture the relationship between party polarization and mass partisanship. This study has important theoretical, methodological, and empirical implications for our understanding of polarization and democratic representation in a changing political landscape.
Whether referendums, initiatives, and other mechanisms of direct democracy enhance representative systems is a matter of debate. Skeptics note—among other criticisms—that turnout tends to be low in referendums, often lower than in candidate elections in the same country. If citizens do not care enough to participate, how useful can these mechanisms be for improving the quality of democratic systems? We argue that low referendum turnout has as much to do with parties’ disincentives to mobilize voters as it does with voter disinterest. Prior research on political behavior in referendums has focused largely on Europe and assumes that voters view them as elections of lesser importance. By shifting focus to Latin America, we introduce more variation in the features of political parties that influence levels of turnout. We draw on cross-national evidence, qualitative research in Colombia, and quantitative analysis of municipal-level referendum voting behavior in Brazil. The key to understanding low voter turnout in these settings is the relatively weaker incentives that political parties have to turn out the vote when control over office is not at stake. We demonstrate that, in clientelistic systems, party operatives have particularly weak incentives to get their constituents out to the polls.
Chapter 5 is comparative in nature and explores the enactment of legislation in two federal polities, namely the United States and Germany. The objective of this chapter is to highlight that while national legislative processes are dominated by party politics, the European legislative process is dominated by trilogues – to some extent, trilogues make up for the absence of a genuine party system at EU level. It is within and between political parties and trilogues, respectively, that positions are discussed, coalitions cemented, institutional interdependences managed, political differences solved, and compromise brokered. When legislative files eventually reach the floor of the competent legislative institutions, their fate is – most of the time – already sealed. This chapter aims at highlighting that leaving legislative and interchamber coordination to party structures is no more – and possibly less – democratically accountable than entrusting it to trilogues, especially in times of strong partisanship and grand coalitions.
Few, if any, political thinkers of the eighteenth century dealt as thoroughly and extensively with the concept of political party as David Hume. This chapter considers Hume’s various essays that treated the phenomenon of party between 1741 and 1758. In his first essays on party, he showed how both the Whig-Tory and Court-Country alignments were integral to British party politics, with the former dividing the political nation along dynastic and religious lines and the latter being a natural expression of the workings of the mixed constitution and inter-parliamentary conflict. In this way, he sought to transcend the arguments of the Court Whig ministry and the Country party opposition alike. Writing a new set of essays in the wake of the Jacobite rising of 1745, Hume turned to the parties’ ideological systems, as he tried to show that neither the Whig system of the ‘original contract’ nor the Tory system of passive obedience held water if philosophically probed, but that they could both have salutary consequences. While critical, Hume continued to give a fair hearing to both parties in his final essay on the subject, ‘Of the Coalition of Parties’ (1758). Though he ultimately wrote in favour of the Glorious Revolution and the Hanoverian Succession, this chapter concludes that Hume may have approximated the ideal of non-partisanship as far as was possible in a divided society.
Chapter 1 focuses on constitution-making and constitutional reform processes. After providing a brief historical overview of the four waves of constitution-drafting in the Arab world, this chapter examines closely the post-Arab Spring constitution-making and constitutional reform processes, focusing on the following elements: The body in charge of drafting the constitution and the role played by the ruling regime (“bottom-up” vs. “top-down” processes); the degree of openness and transparency of the process; the duration of the process; the role played by political parties; the role of civil society; the role played by external actors; the influence of previous domestic constitutions and their “reactivation”; and the influence of foreign constitutional models. The chapter shows that the vast majority of these processes were characterized by major flaws and shortcomings, a fact that had a negative impact on the legitimacy and sense of ownership of these texts and, ultimately, on the transition processes as a whole. Although it should not be idealized, the process that led to the adoption of the 2014 Tunisian Constitution was to a large extent a positive exception.
This study examines the amendatory activities of the majority and opposition parties in the Italian 18th legislature (2018–2022) in response to the COVID-19 pandemic crisis. Following the rally around the flag hypothesis, we test whether both sides exhibited similar legislative behaviour during emergencies. We exploit an original database covering amendments tabled by Italian legislators on bills converting decree-laws. Results reveal that the COVID-19 pandemic affected amendment activities without aligning majority and opposition behaviours. In other words, the opposition did not pull in the same direction of the government legislation. This can be explained by contingent factors and pre-existing party polarization.
This chapter traces how, in an increasingly unstable domestic and regional context, the ruling coalition of religion and secular nationalists promoted a “Turkish-Islamist Synthesis 2.0” (TIS 2.0). This agenda infused the anti-pluralist, Turkish-Islamic synthesis of the 1980s with an attempt to Islamicize public life. Such efforts culminated in a major critical juncture: abandonment of Turkey’s 150-year-old parliamentary tradition for an executive presidency.
The consolidation of the TIS 2.0 enlivened resistance among diverse groups who came together in the seventh major pluralizing coalition since the late Ottoman period. Coalescing around multiple – but not always compatible – visions of living in diversity, the coalition brought together pro-secular Turks on the right and left including municipal actors, youth, women and LGBTQ+ activists, ethnic and religious minorities, and environmentalists, among others. Innovating frames for political, religious, ethnic, and gender pluralism, the coalition registered a major success, retaking city governments in the 2019 elections, an outcome it repeated in 2024.
Before 2000, the UK operated one of the most liberal political finance regimes of any established democracy. Parties were highly dependent on private financing, state funding was minimal, limited transparency requirements existed with respect to party income or expenditure, and no limits applied to national election spending. Far-reaching reforms introduced by Labour in 2000 changed this regulatory environment radically, establishing donation disclosure requirements and capping election spending. However, Labour's reforms did not include significant increases in state funding, leaving the UK as a continued outlier in Western Europe in assuming political parties should predominantly be funded through private means. In this paper, we show how the Conservatives ultimately prospered under Labour's reforms, enabling them to greatly outspend Labour at four general elections from 2010 to 2019. Using the public registers created by Labour's reforms, we document how the party's financial re-stabilisation while in opposition was assisted to a surprising degree by state funding and how the party's donor base has shifted towards wealthy individuals and privately owned companies since its return to government in 2010. We conclude with a number of observations about how the apparently exceptional UK case can help generate important insights for the comparative study of political finance.
This chapter analyzes recent conservative efforts to build parties in Latin America. Its main case study is Argentina’s Republican Proposal (PRO) party, one of the most important examples of conservative party-building in Latin America. This chapter explains the success of right-wing parties born in nonauthoritarian contexts through the strategic decisions of leaders about whether to invest in high-cost resources (ideational and organizational) that will allow parties to take root in inhospitable contexts. This chapter demonstrates that the competitiveness of right-wing parties has been driven by three factors: programmatic innovation by personalistic leaders; organizational mobilization of both core and noncore constituencies; and an elite fear of the "Venezuela model."
In the conclusion, we review the book’s chapters and argue that Latin America has experienced a resurgence of conservative forces in recent years. We analyze the supply and demand of a broad set of conservative alternatives, paying special attention to the processes of party-building, adaptation, and rebranding. We find that new right-wing forces often have weak organizations, but have been able to mobilize voters along noneconomic cleavages, including security, gender politics, and reproductive rights. The adoption of a highly conservative profile has allowed parties to access lower-class constituencies and mobilize mass support among them. The politicization of cultural issues, such as LGBT rights and religious identities, has contributed to polarization and the rise of populist radical right parties. These parties have flourished within the context of political and economic shocks and benefited from cultural backlashes and the crises of traditional right-wing parties. In these situations, politics becomes a zero-sum game and the stakes get higher. Democratic stability in the region is arguably at its most tenuous state since the age of military dictatorships. Interrupted presidencies have become realities in many countries over the past fifteen years, raising concerns about democratic stability and potential threats to democratic institutions.
In recent decades, Latin America has experienced a resurgence of the political right after the “left turn” of the 2000s. The introduction argues that right-wing parties have adapted to social and political changes by emphasizing cultural issues, mobilizing voters along salient political cleavages, and crafting distinctive party platforms and political identities. It also introduces a typology of right-wing parties and movements that captures the diversity of the post-2000 Latin American right in both ideological and organizational terms. Looking at the demand side, the introduction sets the stage for our analysis of the changes and continuities in the attitudes of Latin American electorates. On the supply side, the introduction sets the groundwork for mapping the programmatic features that distinguish the post-2000 political right from right-wing parties created in previous eras. Finally, the introduction presents an outline of the book and summarizes its main findings.
This article investigates the relationship between intra-party leadership contestations on levels of satisfaction with democracy among party voters, trying to identify the impact of the former on the latter. The article draws on empirical data for a cross-sectional analysis from three different data sets that cover 11 countries, including a more case-specific analysis that utilizes panel data from Germany. Overall, the study aims to capture the dynamics of intra-party politics and the magnitude of its effect on perceptions of democracy among parties' voters. We find that intra-party politics at its probably most competitive version, that is elections for the head of the party, does not seem to exercise any significant influence on voters' satisfaction with democracy.
