The Price of a Vote in the Middle East

  • Clientelism and ethnic favoritism appear to go hand in hand in many diverse societies in the developing world. However, while some ethnic communities receive generous material rewards for their political support, others receive very modest payoffs. The Price of a Vote in the Middle East examines this key - and often overlooked - component of clientelism. The author draws on elite interviews and original survey data collected during his years of field research in Lebanon and Yemen; two Arab countries in which political constituencies follow sectarian, regional, and tribal divisions. He demonstrates that voters in internally-competitive communal groups receive more, and better, payoffs for their political support than voters trapped in uncompetitive groups dominated by a single, hegemonic leader. Ultimately, politicians provide services when compelled by competitive pressures to do so, whereas leaders sheltered from competition can, and do, take their supporters for granted.

  • The transformation of night-watchman states into welfare states is one of the most notable societal developments in recent history. In 1880, not a single country had a nationally compulsory social policy program. A few decades later, every single one of today's rich democracies had adopted programs covering all or almost all of the main risks people face: old age, sickness, accident, and unemployment. These programs rapidly expanded in terms of range, reach, and resources. Today, all rich democracies cover all main risks for a vast majority of citizens, with binding public or mandatory private programs. Three aspects of this remarkable transformation are particularly fascinating: the trend (the transformation to insurance states happened in all rich democracies); differences across countries (the generosity of social policy varies greatly across countries); and the dynamics of the process. This book offers a theory that not only explains this remarkable transition but also explains cross-national differences and the role of crises for social policy development.

  • Why are some places in the world characterized by better social service provision and welfare outcomes than others? In a world in which millions of people, particularly in developing countries, continue to lead lives plagued by illiteracy and ill-health, understanding the conditions that promote social welfare is of critical importance to political scientists and policy makers alike. Drawing on a multi-method study, from the late-nineteenth century to the present, of the stark variations in educational and health outcomes within a large, federal, multiethnic developing country - India - this book develops an argument for the power of collective identity as an impetus for state prioritization of social welfare. Such an argument not only marks an important break from the dominant negative perceptions of identity politics but also presents a novel theoretical framework to understand welfare provision.

  • Poverty relief programs are shaped by politics. The particular design which social programs take is to a large extent determined by the existing institutional constraints and politicians' imperative to win elections. The Political Logic of Poverty Relief places elections and institutional design at the core of poverty alleviation. The authors develop a theory with applications to Mexico about how elections shape social programs aimed at aiding the poor. Would political parties possess incentives to target the poor with transfers aimed at poverty alleviation or would they instead give these to their supporters? Would politicians rely on the distribution of particularistic benefits rather than public goods? The authors assess the welfare effects of social programs in Mexico and whether voters reward politicians for targeted poverty alleviation programs. The book provides a new interpretation of the role of cash transfers and poverty relief assistance in the development of welfare state institutions.

  • Nearly half of all countries emerging from civil conflict relapse into war within a few years of signing a peace agreement. The postwar trajectories of armed groups vary from organizational cohesion to dissolution, demilitarization to remilitarization. In Organized Violence after Civil War, Daly analyzes evidence from thirty-seven militia groups in Colombia, demonstrating that the primary driving force behind these changes is the variation in recruitment patterns within, and between, the warring groups. She documents the transition from war to peace through interviews with militia commanders, combatants and victims. Using rich ex-combatant survey data and geo-coded information on violence over fifty years of war, Daly explains the dynamics inside armed organizations and the strategic interactions among them. She also shows how the theory may be used beyond Colombia, both within the region of Latin America and across the rest of the world.

  • This book investigates the new representation unfolding in Chinese local congresses. Drawing qualitative fieldwork and data analysis from original surveys of 5,130 township, county, and municipal congressmen and women and constituents, Melanie Manion shows the priorities and problems of ordinary Chinese significantly influence both who gets elected to local congresses and what the congresses do once elected. Candidates nominated by ordinary voters are 'good types', with qualities that signal they will reliably represent the community. By contrast, candidates nominated by the communist party are 'governing types', with qualities that reflect officially valued competence and loyalty. However, congressmen and women of both types now largely reject the Maoist-era role of state agent. Instead, they view themselves as 'delegates', responsible for advocating with local government to supply local public goods. Manion argues that representation in Chinese local congresses taps local knowledge for local governance, thereby bolstering the rule of autocrats in Beijing.

  • The Paradox of Traditional Chiefs in Democratic Africa shows that unelected traditional leaders can facilitate democratic responsiveness. Ironically, chiefs' undemocratic character gives them a capacity to organize responses to rural problems that elected politicians and state institutions lack. Specifically, chiefs' longer time horizons encourage investment in local institutions that enable the provision of local public goods. This is the paradox of traditional chiefs in democratic Africa: elected politicians can only effectively respond to rural constituents through institutions constructed and maintained by local leaders who are not worried about electoral terms. Furthermore, the critical role played by chiefs in brokering local development projects forces us to reassess how we understand the basis of their political influence during elections. The book examines the effects of traditional leaders on the electoral connection in Africa through a multi-method approach that combines qualitative research, surveys, and experiments, with particular attention to the Zambian case.

  • When and why do countries redistribute land to the landless? What political purposes does land reform serve, and what place does it have in today's world? A long-standing literature dating back to Aristotle and echoed in important recent works holds that redistribution should be both higher and more targeted at the poor under democracy. Yet comprehensive historical data to test this claim has been lacking. This book shows that land redistribution - the most consequential form of redistribution in the developing world - occurs more often under dictatorship than democracy. It offers a novel theory of land reform and develops a typology of land reform policies. Albertus leverages original data spanning the world and dating back to 1900 to extensively test the theory using statistical analysis and case studies of key countries such as Egypt, Peru, Venezuela, and Zimbabwe. These findings call for rethinking much of the common wisdom about redistribution and regimes.

  • The break-up of the USSR was unexpected and unexpectedly peaceful. Though a third of the new states fell prey to violent civil conflict, anarchy on the post-Soviet periphery, when it occurred, was quickly cauterized. This book argues that this outcome had nothing to do with security guarantees by Russia or the United Nations and everything to do with local innovation by ruthless warlords, who competed and colluded in a high-risk coalition formation game. Drawing on a structured comparison of Georgian and Tajik militia members, the book combines rich comparative data with formal modeling, treating the post-Soviet space as an extraordinary laboratory to observe the limits of great powers' efforts to shape domestic institutions in weak states.

  • The expansion of suffrage and the introduction of elections are momentous political changes that represent only the first steps in the process of democratization. In the absence of institutions that protect the electoral autonomy of voters against a range of actors who seek to influence voting decisions, political rights can be just hollow promises. This book examines the adoption of electoral reforms that protected the autonomy of voters during elections and sought to minimize undue electoral influences over decisions made at the ballot box. Empirically, it focuses on the adoption of reforms protecting electoral secrecy in Imperial Germany during the period between 1870 and 1912. Empirically, the book provides a micro-historical analysis of the democratization of electoral practices, by showing how changes in district level economic and political conditions contributed to the formation of an encompassing political coalition supporting the adoption of electoral reforms.

  • The fundamental question of political theory, one that precedes all other questions about the nature of political life, is why there is a state at all. Is human cooperation feasible without a political authority enforcing it? Or do we need a state to live together? This problem then opens up two further questions. If a state is necessary to establish order, how does it come into place? And, when it does, what are the consequences for the political status and economic welfare of its citizens? Combining ethnographical material, historical cases, and statistical analysis, this book describes the foundations of stateless societies, why and how states emerge, and the basis of political obligation.   • When do countries democratize? What facilitates the survival of authoritarian regimes? What determines the occurrence of revolutions, often leading to left-wing dictatorships, such as the Soviet regime? Although a large literature has developed since Aristotle through contemporary political science to answer these questions, we still lack a convincing understanding of the process of political development. Employing analytical tools borrowed from game theory, Carles Boix offers a complete theory of political transitions, in which political regimes ultimately hinge on the nature of economic assets, their distribution among individuals, and the balance of power among different social groups. Backed up by detailed historical work and extensive statistical analysis that goes back to the mid-nineteenth century, this 2003 book explains why democracy emerged in classical Athens. It also discusses the early triumph of democracy in both nineteenth-century agrarian Norway, Switzerland and northeastern America and the failure in countries with a powerful landowning class.

This book offers a new theory of the historical relationship between economic modernization and the emergence of democracy on a global scale, focusing on the effects of land and income inequality. Samuels suggest that democracy is more likely to emerge when rising, yet politically disenfranchised, groups demand more influence because they have more to lose, rather than when threats of redistribution to elite interests are low.

  • Under what conditions would authoritarian rulers be interested in the rule of law? What type of rule of law exists in authoritarian regimes? How do authoritarian rulers promote the rule of law without threatening their grip on power? Tying the Autocrat's Hands answers these questions by examining legal reforms in China. Yuhua Wang develops a demand-side theory arguing that authoritarian rulers will respect the rule of law when they need the cooperation of organized interest groups that control valuable and mobile assets but are not politically connected. He also defines the rule of law that exists in authoritarian regimes as a partial form of the rule of law, in which judicial fairness is respected in the commercial realm but not in the political realm. Tying the Autocrat's Hands demonstrates that the rule of law is better enforced in regions with a large number of foreign investors but less so in regions heavily invested in by Chinese investors.

It explains why some patterns of market reform align and stabilize party systems, whereas other patterns of reform leave party systems vulnerable to widespread social protest and electoral instability. In contrast to other works on the topic, this book accounts for both the institutionalization and the breakdown of party systems, and it explains why Latin America turned to the Left politically in the aftermath of the market-reform process.   • Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.

  • Does oil make countries autocratic? Can foreign aid make countries democratic? Does taxation lead to representation? In this book, Kevin M. Morrison develops a novel argument about how government revenues of all kinds affect political regimes and their leaders. Contrary to conventional wisdom, Morrison illustrates that taxation leads to instability, not representation. With this insight, he extends his award-winning work on nontax revenues to encompass foreign aid, oil revenue, and intergovernmental grants and shows that they lead to decreased taxation, increased government spending, and increased political stability. Looking at the stability of democracies and dictatorships as well as leadership transitions within those regimes, Morrison incorporates cross-national statistical methods, formal modeling, a quasi-experiment, and case studies of Brazil, Kenya and Mexico to build his case. This book upends many common hypotheses and policy recommendations, providing the most comprehensive treatment of revenue and political stability to date.

  • This book analyzes how increases in international trade, finance, and production have altered voter decisions, political party positions, and the types of public issues that parties focus on in postindustrial democracies. Although many studies interrogate whether internationalization matters in regard to policy outcomes and how globalization relates to mass protest, few examine globalization and mass politics more generally. This book argues that by reducing the room in which to maneuver in policy making, globalization reduces the importance of economic-based issues while increasing the electoral importance of non-economic issues. The argument is tested on original and existing data sources.

  • Brokers, Voters, and Clientelism addresses major questions in distributive politics. Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation.

He shows how their institutions became locked-in to intensive power in the executive. The problem with these and other federated systems is that they often cannot decentralize even if it makes sense.
