  • Money, Markets, and the State, first published in 2000, provides in-depth explanations behind the various successes and failures of the economic policies of social democratic governments in five Western European countries: Germany, Great Britain, Sweden, Norway and the Netherlands. Dr Notermans examines these economic systems from the inflation of the early twenties, through the Great Depression of the thirties and then continues his analysis up to present-day mass unemployment. Drawing on a wide range of historical and statistical sources, Dr Notermans argues that the fate of social democratic economic policy hinges critically on the political and institutional success of maintaining price stability and not on structural economic factors such as changing supply side conditions or increasing globalization of economic relations. Although social democracy has repeatedly been declared obsolete, the study concludes that even under present economic conditions, successful policies for full employment are possible by way of social democratic theory.

  • The establishment of electoral systems in Kazakhstan, Kyrgyzstan and Uzbekistan presents both a complex set of empirical puzzles and a theoretical challenge. Why did three states with similar cultural, historical, and structural legacies establish such different electoral systems? How did these distinct outcomes result from strikingly similar institutional design processes? Explaining these puzzles requires understanding not only the outcome of institutional design but also the intricacies of the process that led to this outcome. Moreover, the transitional context in which these three states designed new electoral rules necessitates an approach that explicitly links process and outcome in a dynamic setting. This book provides such an approach. Finally, it both builds on the key insights of the dominant approaches to explaining institutional origin and change and transcends these approaches by moving beyond the structure versus agency debate.

  • This book investigates one of the oldest paradoxes in political science: why do mass political loyalties persist even amid prolonged social upheaval and disruptive economic development. Drawing on extensive archival research and an original database of election results, this book explores the paradox of political persistence by examining Hungary's often tortuous path from pre- to post-communism. Wittenberg reframes the theoretical debate, and then demonstrates how despite the many depredations of communism, the Roman Catholic and Calvinist Churches transmitted loyalties to parties of the Right. Contrary to conventional wisdom, Church resistance occurred not from above, but from below. Hemmed in and harassed by communist party cadres, parish priests and pastors employed a variety of ingenious tactics to ensure the continued survival of local church institutions. These institutions insulated their adherents from pressures to assimilate into the surrounding socialist milieu. Ultimately this led to political continuity between pre- and post-communism.

  • Social scientists teach that politicians favor groups that are organized over those that are not. Representation through Taxation challenges this conventional wisdom. Emphasizing that there are limits to what organized interests can credibly promise in return for favorable treatment, Gehlbach shows that politicians may instead give preference to groups - organized or not. Gehlbach develops this argument in the context of the postcommunist experience, focusing on the incentive of politicians to promote sectors that are naturally more tax compliant, regardless of their organization. In the former Soviet Union, tax systems were structured around familiar revenue sources, magnifying this incentive and helping to prejudice policy against new private enterprise. In Eastern Europe, in contrast, tax systems were created to cast the revenue net more widely, encouraging politicians to provide the collective goods necessary for new firms to flourish.

  • The 1980s and 1990s posed great challenges to governments in Latin America and Africa. Deep economic crises and significantly heightened pressure for political reform severely taxed their capacity to manage economic and political tasks. These crises pointed to an intense need to reform the state and redefine its relationship to the market and civic society. This book examines the paradox of states that have been weakened by crisis just as their capacity to encourage economic development and provide for effective governance most needs to be strengthened. Case studies of Mexico and Kenya allow the author to analyse the opportunities available for political leadership in moments of crisis, and the constraints on action provided by leadership goals and existing political and economic structures. She argues that while leaders and political structures are often part of the problem, they can also be part of the solution in building more efficient, effective, and responsive states.

  • What do ordinary citizens in developing countries think about free markets? Conventional wisdom views globalization as an imposition on unwilling workers in developing nations, concluding that the recent rise of the Latin American left constitutes a popular backlash against the market. In this book, Baker marshals public opinion data from eighteen Latin American countries to show that most of the region's citizens are enthusiastic about globalization because it has lowered the prices of many consumer goods and services while improving their variety and quality. Among recent free-market reforms, only privatization has caused pervasive discontent because it has raised prices for services like electricity and telecommunications. Citizens' sharp awareness of these consumer consequences informs Baker's argument that a political economy of consumption has replaced a previously dominant politics of labor and class in Latin America.

  • This book explains how postwar Japan managed to achieve a highly egalitarian form of capitalism despite meager social spending. Estevez-Abe develops an institutional, rational-choice model to solve this puzzle. She shows how Japan's electoral system generated incentives that led political actors to protect various groups that lost out in market competition. She explains how Japan's postwar welfare state relied upon various alternatives to orthodox social spending programs. The initial postwar success of Japan's political economy has given way to periods of crisis and reform. This book follows this story up to the present day. Estevez-Abe shows how the current electoral system renders obsolete the old form of social protection. She argues that institutionally Japan now resembles Britain and predicts that Japan's welfare system will also come to resemble Britain's. Japan thus faces a more market-oriented society and less equality.

  • This 2006 book provides a theory of the logic of survival of the Institutional Revolutionary Party (PRI), one of the most resilient autocratic regimes in the twentieth century. An autocratic regime hid behind the facade of elections that were held with clockwise precision. Although their outcome was totally predictable, elections were not hollow rituals. The PRI made millions of ordinary citizens vest their interests in the survival of the autocratic regime. Voters could not simply 'throw the rascals out of office' because their choices were constrained by a series of strategic dilemmas that compelled them to support the autocrats. The book also explores the factors that led to the demise of the PRI. The theory sheds light on the logic of 'electoral autocracies', among the most common type of autocracy, and is the only systematic treatment in the literature today dealing with this form of autocracy.

  • Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

  • Why do some political parties flourish, while others flounder? In this book, Meguid examines variation in the electoral trajectories of the new set of single-issue parties: green, radical right, and ethnoterritorial parties. Instead of being dictated by electoral institutions or the socioeconomic climate, as the dominant theories contend, the fortunes of these niche parties, she argues, are shaped by the strategic responses of mainstream parties. She advances a theory of party competition in which mainstream parties facing unequal competitors have access to a wider and more effective set of strategies than posited by standard spatial models. Combining statistical analyses with in-depth case studies from Western Europe, the book explores how and why established parties undermine niche parties or turn them into weapons against their mainstream party opponents. This study of competition between unequals thus provides broader insights into the nature and outcome of competition between political equals.

  • In the early 1990s, competitive elections in the Russian Federation signaled the end of the authoritarian political system dominated by a single political party. More than ten years and many elections later, a single party led by Russian President Vladimir Putin threatens to end Russia's democratic experiment. Russia's experience with new elections is not unique but it does challenge existing theories of democratic consolidation by showing that competitive elections cannot guarantee successful democratic consolidation. This book explores the conditions under which electoral competition contributes to democratic development by examining impact of elections on democratic consolidation. The theoretic framework focuses on the construction of infrastructure that transforms competitive elections into mechanisms of democratic development and shows how candidates for national parliamentary office systematically chose electoral strategies that undermined Russia's democratic foundation and created the conditions for a new single party autocracy to emerge.

  • Government size has attracted much scholarly attention. Political economists have considered large public expenditures a product of leftist rule and an expression of a stronger representation of labour interest. Although the size of the government has become the most important policy difference between the left and right in post-war politics, the formation of the government's funding base is also important. Junko Kato finds that the differentiation of tax revenue structure is path dependent upon the shift to regressive taxation. Since the 1980s, the institutionalisation of effective revenue raising by regressive taxes during periods of high growth has ensured resistance to welfare state backlash during budget deficits and consolidated the diversification of state funding capacity among industrial democracies. This book challenges the conventional wisdom that progressive taxation goes hand-in-hand with large public expenditures in mature welfare states and qualifies the partisan centred explanation that dominates the welfare state literature.

  • This study offers a theoretical framework for understanding how institutional instability affects judicial behavior under dictatorship and democracy. In stark contrast to conventional wisdom, the central findings of the book contradict some assumptions that only independent judges rule against the government of the day. Set in the context of Argentina, the study uses the tools of positive political theory to explore the conditions under which courts rule against the government. In addition to shedding light on the dynamics of court-executive relations in Argentina, the study provides general lessons about institutions, instability, and the rule of law. In the process, the study builds a set of connections among diverse bodies of scholarship, including US judicial politics, comparative institutional analysis, positive political theory, and Latin American politics.

  • This book was first published in 2004. Under what conditions, in what ways, and with what effects do actors engage in politics with respect to, rather than merely within, political institutions? Using multiple methods and original data, Procedural Politics develops a theory of everyday politics with respect to rules - procedural politics - and applies it to European Union integration and politics. Assuming that actors influence maximizers, it argues and demonstrates that the jurisdiction ambiguity of issues provides opportunities for procedural politics and that influence-differences among institutional alternatives provide the incentives. It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.

State Repression and the Domestic Democratic Peace

  • Does democracy decrease state repression in line with the expectations of governments, international organizations, NGOs, social movements, academics and ordinary citizens around the world? Most believe that a 'domestic democratic peace' exists, rivalling that found in the realm of interstate conflict. Investigating 137 countries from 1976 to 1996, this book seeks to shed light on this question. Specifically, three results emerge. First, while different aspects of democracy decrease repressive behaviour, not all do so to the same degree. Human rights violations are especially responsive to electoral participation and competition. Second, while different types of repression are reduced, not all are limited at comparable levels. Personal integrity violations are decreased more than civil liberties restrictions. Third, the domestic democratic peace is not bulletproof; the negative influence of democracy on repression can be overwhelmed by political conflict. This research alters our conception of repression, its analysis and its resolution.

  • This book challenges the conventional wisdom that natural resource wealth promotes autocracy. Oil and other forms of mineral wealth can promote both authoritarianism and democracy, the book argues, but they do so through different mechanisms; an understanding of these different mechanisms can help elucidate when either the authoritarian or democratic effects of resource wealth will be relatively strong. Exploiting game-theoretic tools and statistical modeling as well as detailed country case studies and drawing on fieldwork in Latin America and Africa, this book builds and tests a theory that explains political variation across resource-rich states. It will be read by scholars studying the political effects of natural resource wealth in many regions, as well as by those interested in the emergence and persistence of democratic regimes.

  • Stuffing the Ballot Box is a pioneering study of electoral fraud and reform. It focuses on Costa Rica, a country where parties gradually transformed a fraud-ridden political system into one renowned for its stability and fair elections by the mid-twentieth century. Lehoucq and Molina draw upon a unique database of more than 1,300 accusations of ballot-rigging to show that parties denounced fraud where electoral laws made the struggle for power more competitive. They explain how institutional arrangements generated opportunities for executives to assemble legislative coalitions to enact far-reaching reforms. This book also argues that nonpartisan commissions should run elections and explains why splitting responsibility over election affairs between the executive and the legislature is a recipe for partisan rancour and political conflict. Stuffing the Ballot Box will interest a broad array of political and social scientists, constitutional scholars, historians, election specialists and policy-makers interested in electoral fraud and institutional reform.
