  • Well over half of the world's Muslim population lives in Asia. Over the centuries a rich constellation of Muslim cultures developed there and the region is currently home to some of the most dynamic and important developments in contemporary Islam. Despite this, the internal dynamics of Muslim societies in Asia do not often receive commensurate attention in international Islamic Studies scholarship. This volume brings together the work of an interdisciplinary group of scholars discussing various aspects of the complex relationships between the Muslim communities of South and Southeast Asia. With their respective contributions covering points and patterns of interaction from the medieval to the contemporary periods, they attempt to map new trajectories for understanding the ways in which these two crucial areas have developed in relation to each other, as well as in the broader contexts of both world history and the current age of globalization.

  • Information and communication technologies have long promised to provide quality education, improve healthcare, allow open government, and solve environmental issues. To realize this potential and influence policy-making and programme design, the Singapore Internet Research Centre, supported by the IDRC, created an innovative research capacity-building programme, SIRCA. The programme supports interdisciplinary ICTD research through the nurturing of research relationships. By bringing together experienced mentors with deserving early-career Asian researchers in an intellectually stimulating environment, SIRCA has fostered a cohort of talent capable of generating the rigorous scientific evidence needed. Their stories, and reflections upon the programme, are told here. If ever it needed demonstrating that ICTs are an indispensable tool for developing an information society rather than a reward for achieving it, then the SIRCA programme has achieved that.

However, jurisdictional application of the Law of the Sea has not been easy.   • Non-Traditional Security in Asia examines the critical security challenges faced by states and societies in Asia including health, food, water, natural disasters, internal conflict, forced migration, energy, transnational crime, and cyber security. Through the development of a comprehensive analytical framework that establishes the key ingredients to policy evaluation, the editors draw on a wide variety of experts to collaborate in investigating these crucial issues. This inclusive framework ensures that all voices are heard including those oftentimes under-represented and marginalized in society to ensure that academic and policy debates are well informed about the often complex and nuanced nature of these non-traditional security challenges.Through an investigation into these specific non-traditional security threats, Non-Traditional Security in Asia documents and evaluates many of the most pressing challenges faced by Asia today. The authors analyse the ways in which particular issues are addressed by the many stakeholders involved in the policy-making process, both within governments and across societies. The question of how these challenges are addressed across and between the different levels of global governance highlights the strengths and weakness that are directly attributable to policy successes and failures. It is through this layered and comprehensive approach, together with an evaluation of the role of stakeholders, which binds together the chapter contributions to this collection. The book undertakes an issue-specific chapter study of how Asian states and societies address these non-traditional security concerns from environmental adaptation and mitigation measures to conflict resolution. For each issue area, it identifies and explains the concerns of various policy communities, identifying the motivations behind some of the key decisions made to affect change or stabilize the status quo. Essentially it questions not only what a security issue is but also for whom the issue is important and the interaction this has with policy outcomes. With a focus on regional and global institutions as well as national and local ones, this collection illustrates the variety of stakeholders involved in non-traditional security concerns, and reflects on their relative importance in the decision-making process. Through a systematic evaluation of these non-traditional security issues by employing a comprehensive analytical framework, critical appreciation of the dynamics of the policy-making process surrounding issues of crucial national, regional and international significance in Asia are made. As a result of sharing these insights, the contributors provide the tools as well as a selection of issue-specific stakeholders to illuminate the key but complex characteristics of non-traditional security in Asia.

  • There has been an avalanche of publications on Southeast Asia in recent years, but no one volume provides an accurate and up-to-date account of political institutions and practices in the region. This book fills that gap. Each country chapter provides a broad overview of the historical, social and economic setting. It then analyses in detail the political "institutions" of that country -- the constitution, head of state, executive (cabinet and both military and civilian bureaucracies), the legislature, elections, the judiciary, political parties, ideology, civil society and human rights. Finally, it examines major traditional concerns of political scientists -- who rules, who benefits, and the extent of legitimacy -- before addressing the more modern preoccupation with governance.

  • Indonesia now has its first woman President -- Megawati Sukarnoputri. The debates surrounding her elevation to the presidency brought issues of gender and politics to the forefront of the public agenda, raising crucial questions about the role that women are to play in public life in post-Soeharo Indonesia.   • This book consists of papers that present the findings of research done by the SMERU Research Institute in Jakarta, Indonesia. Most describe the effects on the poor of the Indonesian economic crisis of 1997-98 and the response of the Indonesian government in the form of a Social Safety Net consisting of poverty mitigation programs. With the gradual recovery of the economy after 2000, the Indonesian government began reducing subsidies for fuel products and has channelled budgetary savings into a new series of targeted social protection and poverty alleviation undertakings that include unconditional cash transfers. The effectiveness of Indonesia's poverty alleviation programs has, however, been reduced by the difficulty of targeting beneficiaries accurately because of a lack of reliable, up-to-date poverty figures. In many instances unsuitable targeting methodology has been compounded by bad governance at the local level, while the introduction of regional autonomy, accompanied by the decentralization of authority to the district level, has formed a further complicating factor.

  • Both international trade and investment by East Asian countries have become significantly regionalized. To support this development further, efforts for regional integration have flourished in the forms of bilateral and regional free trade agreements and the ASEAN+3 and East Asia Summit processes, among many others. This book is a compilation of papers and discussions originally presented at the international symposium held during the recent global financial crisis. The symposium aimed to shed light not only on the usual economic aspect but also on other aspects of the multidimensional phenomenon called "regional integration". Thus, in this volume the authors explore the relationship between the U.S. influence and East Asian regionalism, the characteristics of East Asian integration, and the politics of inclusion/exclusion in the integration process. In addition, they point out some "missing links" in integration efforts such as cooperation in the areas of logistics, finance, trade in services, infrastructure and human resource movement. Since the global financial crisis did not deter integration efforts (rather, it has encouraged them), this book serves as a guide for future East Asian integration in terms of what to expect and what is to be done.

  • Realpolitik Ideology presents path-breaking research on the Indonesian military (TNI) going beyond traditional scholarship on the TNI's dual function or dwifungsi which has been one of the dominating fields of analysis in Indonesian studies since the 1970s. Addressed to political scientists, sociologists, historians, anthropologists and defence practitioners, this book interprets security policy in terms of its social roots asserting that the realpolitik behaviour of the TNI has strong 'socio-cultural' undertones, which in turn shape the development of military doctrine. The argument made in the book is that only through a better understanding of the doctrines that reinforced the military's significant presence in Indonesian affairs and their subsequent restructuring can Indonesia's policy-makers attempt meaningful reform of the TNI. Readable, accessible and yet exhaustively researched, Realpolitik Ideology examines the origins and development of ideas on security from the point of view of the TNI and explains why civil/military relations are still fraught with uncertainty, and why the recent changes in military ideology, removal of military posts in the legislature, ongoing divestment of its business, and other measures still do not guarantee that the military will not intervene in the affairs of state. Among its many valuable contributions, this book details: - the background to Indonesian concepts of national security - internal operations and the weak infrastructural power of the state, with an excellent discussion on the intelligence agencies- concepts for external defence, according to the TNI, including Indonesia's important but little-known contribution to UN peacekeeping missions- defence and national security planning - the most recent laws relating to national security and the role of the military in Indonesia. Realpolitik Ideology offers suggestions about how to redefine concepts of national security to increase civil and democratic space and accountabilities and redress the historic imbalances between the civilian government and the military in Indonesia.

  • The great Indian nationalist leader Subhas Chandra Bose arrived in Singapore in 1943 to revitalize the Indian National Army (INA). Taking the opportunity of the Japanese occupation of parts of Southeast Asia, he launched armed struggle against British colonial rule in India. Two years later, that attempt failed at the eastern gates of India. Yet, it was a temporary failure because the INA helped set in motion a series of developments within India. These would culminate in its freedom in a further two years. Bose is household name in India. He is remembered in Southeast Asia as well, particularly among Indians. However, while his contributions to India's independence movement have been recorded exhaustively, less is known about the legacy that he left behind in Southeast Asia.This book seeks to fill that gap in the international understanding of a great Indian nationalist and pan-Asianist. It records how participation in the nationalist struggle invested Southeast Asian Indians with a rare sense of dignity and helped foster a mushrooming of militant trade unions, making it difficult for the returning British planters to perpetuate their control over what had been a docile workforce. The INA's Rani of Jhansi movement proved to be a pioneering effort at drawing Southeast Asian Indian women out of their traditional roles and expectations. It inspired some of them to take up mainstream roles for the cause of equality and emancipation. A Gentleman's Word retraces this journey of self-discovery of those who were inspired by Subhas Chandra Bose.

  • Singapore is America's closest security partner in Southeast Asia. The United States has decided to help India become a major world power in the twenty-first century, an objective that is furthered by the nuclear agreement between them. Singapore's relationship with India is an increasingly pertinent feature of Southeast Asia's political and strategic landscape. Whether these three realities, taken together, lay the basis of a triangular relationship among Singapore, America, and India is the question that this book seeks to answer. The book begins with a review of the notion of Pax Americana and goes on to describe the state of bilateral relations among the three countries as they have evolved since the end of the Cold War. Subsequently, it analyses three core issues – the Global War on Terror, the rise of China, and the agency of democracy in international relations – that play a defining role in relations among Singapore, the United States, and India. The book concludes by suggesting some directions in which these relations might move.

  • Three decades of authoritarian rule in Indonesia came to a sudden end in 1998. The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.
