Complex developmental trauma impacts on neurobiological development through the creation of a frightening and unpredictable environment in which the brain develops. This early experience results in an under-developed limbic system and pre-frontal cortex. For some children and young people, their experiences of early trauma lead them into the residential Out-of-Home Care (OOHC) system. Neurodevelopmental delays that occur as a result of early trauma and abuse often become particularly pronounced during adolescence, including limited impulse control, poor emotional regulation and attachment impairments. These same delays contribute to offending behaviour and subsequent contact with the justice system. Complex developmental trauma has serious repercussions both for the individual and the society in which he or she lives. These repercussions may take the form of offending behaviour and contact with the justice system, drug and alcohol abuse, and continuing cycles of abuse and violence within families or victimisation.

The focus of this qualitative study was on separated mother’s (N = 36) lived experiences of mothering in the context of post separation family violence and the Australian family law system. Thematic analysis of interviews was guided by a theoretical framework, this being the Three Planets Model. Analysis of the data resulted in two themes relating to mothering being identified. Firstly, that women demonstrated a mode of protecting rather than parenting indicating that mothering was often undertaken in isolation and fear, within an adversarial family law system, and in the presence of a perpetrator of family violence. The second theme related to the aftermath of separation and the long dark shadow cast by family violence. After having left a controlling and violent relationship, separated mothers reported that there was no opportunity to recover, nor to healthily extricate themselves from family violence, which resulted in cumulative harm not only for their wellbeing but also for their children.

During 1997 researchers at the University of South Australia conducted qualitative and quantitative research with 663 students from a diverse range of secondary schools in the Adelaide metropolitan area. The research focussed on how 13 to 15 year old adolescents view and handle conflict with their peers and conflict with adults at school, such as teachers and counsellors. This paper reports on Phase 1 of the research, and on comments gathered from adolescents in Focus Groups about their experiences of conflict. Comments about the high level of aggression and violence in some secondary schools would indicate that broader, community-centred approaches may be needed before conflict management strategies, such as peer mediation, can work.

Local and international research suggests an overrepresentation of young people leaving state out-of-home care in the youth justice system. A range of factors appear to contribute to this correlation including child abuse and neglect, placement instability, experiences of residential care, and unsupported transitions from care. This article presents the findings of a Victorian pilot study conducted in partnership with Whitelion, a not-for-profit organisation specifically offering support to ‘young people involved with or at risk of involvement with the youth justice and/or out-of-home care and leaving care services’ (Whitelion, 2012), to examine the interrelationship between the child protection and youth justice systems, and particularly to explore the processes that take place when young people involved in the youth justice system leave state care. A series of interviews and focus groups with Whitelion workers were used to explore whether leaving care plans and policies address and minimise involvement with youth justice; the role, if any, of formal consultations by child protection services with youth justice regarding this group of care leavers; and the ongoing role of youth justice postcare, particularly when young people are in custody at the time of their exit from care. Some significant implications for policy and practice are identified.

Drug use has a significant negative impact on the ability of parents to provide safe care for children and an outcome of this is the entry of some of these children into out-of-home care. This poses particular challenges for service providers, not only because of the complex nature of addiction, but also the many other issues facing these families. This paper reports on studies conducted by the Western Australian Department for Community Development in 2004 and 2007 which explored parental drug and alcohol use as a contributing factor in applications to the Children's Court for protection orders. The results of the 2004 study showed that parental drug and alcohol use was the second most common contributing factor in protection applications after neglect. It was also confirmed that drug and alcohol use rarely occurs in isolation, with strong links identified to neglect and domestic violence, as well as other factors, including physical abuse and homelessness/transient lifestyle. The 2007 follow-up study further highlighted the co-existence of parental drug and alcohol use and domestic violence.

This article reports on qualitative research conducted to evaluate parents’ perspectives of their experiences of Talking Matters Bendigo (TMB), a screening programme initiated between health and educational professionals in regional Victoria to improve access to speech pathologists for parents of preschool-aged children with speech, language and communication concerns. Drop-in clinics are conducted in three Bendigo schools monthly. The programme is a collaborative partnership between the Victorian Department of Education and Training, Maternal and Child Health and ‘Off to an Early Start’ (City of Greater Bendigo), Bendigo Health and the disciplines of Speech Pathology and Education at La Trobe University, Bendigo. La Trobe Education (Honours) student researchers interviewed a group of 10 parents attending TMB using face to face interviews and collected data using an online survey after parents attended a session. Thematic analysis of the data was completed and inter-reliability checks were completed by two external La Trobe PhD students to increase reliability and validity. Results indicated parents were satisfied with the information provided by the speech pathologists and they reported that they intended to utilise this new knowledge at home with their children. This study provides preliminary evidence that novel service delivery options such as TMB can be successful in engaging parents early in health literacy so that speech, language and communication problems in preschool-aged children can be identified, managed and even prevented.

The adoption of the Sanctuary Model within Churches of Christ Care Pathways, an Australian non-government organisation in the child protection sector, has influenced a fundamental attitudinal shift towards enhanced wellbeing for clients, employees and carers alike. By drawing on the four pillars of Sanctuary, which incorporate theoretical and practical strategies, a safe environment can be created to heal trauma on an individual, organisational and community level, with the view towards a future of growth, change and resilience. The four pillars; Theory, SELF (Safety, Emotion Management, Loss and Future), the Seven Commitments and the Tools, support healing from trauma, and bring about organisational change. Examples from Pathways Residential Care and Fostering Services are used to illustrate the way in which the Sanctuary Model has enhanced safety within this out-of-home care community.

This paper reviews the introduction of the UK Looking After Children practice and management materials in a number of Australian States and Territories against the background of a comparative analysis of UK central government systems to prescribe standards of service and to monitor outcomes for children in care. The writer argues that the UK Labour government commitment to a ‘whole of government’ interventionist set of activities and processes is significantly more successful in driving child welfare initiatives than the more fragmented and secretive systems in Australian States. Finally, the writer reflects on the central influence of commissioned research in informing needs and service outcomes for vulnerable children and their families.

There is now increasing recognition that child abuse and domestic violence are not separate phenomena and ‘witnessing’ domestic violence can seriously affect children. This paper reports on a qualitative research project undertaken by researchers from the University of South Australia from June 1998 to January 1999, as part of the Commonwealth and States’ Partnerships Against Domestic Violence initiative. The focus of the research was on assessing the needs of women, men and young people who have experienced domestic violence in South Australia. The participants identified many ‘effects’ of witnessing or experiencing domestic violence on children, along with their needs. The findings will inform early intervention campaigns as well as broader service systems in supporting and responding to the needs of these young people.

This article outlines some of the findings of a study of ten women who experienced sibling incest as children. Using qualitative research methods, this study explores the nature of the sibling incest relationship, how the incest occurred, the family environment, the effects suffered and the participants’ experience of intervention. For the majority of women, the effects of unwanted sibling incest were similar to the effects of parent-child incest. The participants provided important perspectives on both intervention and prevention strategies that would assist with the problem of sibling incest.

This study aims to link the perspective of those who have experienced sibling incest with some implications for professional practice.

In this article we illuminate the ‘resourceful friends’ model of community social work as it has been applied in current work in the Family Inclusion Network (FIN) in Townsville, Queensland. Reflections from both parents and supporting members of FIN illustrate its very successful use in this context. This way of working is assessed, particularly in relation to its place in affording an invaluable dimension in family inclusive child protection processes. In conclusion, the contribution to building social capital and promoting greater social justice is identified.

One of the highlights of the 1990s has been the greater recognition of the role of fatherhood by government departments, media organisations and community services. However this apparent embrace of fathering also reveals an underlying tension. This paper reflects on Burnside’s extensive experience in developing father-valuing programs that support children and families within disadvantaged communities. As practitioners, the need for quick decision making may result in the resources which fathers (within separated or intact families) can offer being overlooked. Drawing on current USA research into non-deficit approaches to fathering, the paper recognises a variety of assumptions, which reduce the resources that fathers provide. Due to socialisation, Australian males often display a healthy dose of suspicion and mistrust of authority figures. Because of this, it is important for professionals to maximise the initial period of engagement when they have contact with a family. A variety of case studies are used to examine the challenge of engaging fathers in the process of strengthening family systems.

A retrospective study of 427 university students in Queensland, Australia, revealed that the majority of perpetrators of child sexual abuse were known to their victim. The rate of incestuous abuse before the age of 17 years was twice as high for females as for males. It was also much more likely that the respondent reported being abused by a male than a female, with stepfathers being one of the most frequently reported offenders. In contrast, strangers were found to perpetrate a minority of abuse. Consequently, recommendations are made for education programs in an effort to prevent children being abused by people whom they know and trust.

Young people leaving state out-of-home care are arguably one of the most vulnerable and disadvantaged groups in society. Many have been found to experience significant health, social and educational deficits. In recent years, most Australian States and Territories have introduced specialist leaving care and after care programs and supports, but there has been only limited examination of the effectiveness of these programs. This paper examines the experiences of a group of young people involved in the leaving care and after care support program introduced by St Luke's Anglicare and Whitelion in the Victorian town of Bendigo. Attention is drawn to the impact of some of the key program initiatives around accommodation, employment and mentoring. Some conclusions are drawn about ‘what works’ in leaving care programs, including particular implications for rural policy and practice.

Kinship care as a formal placement option has been steadily increasing over recent years, particularly in New South Wales. This paper draws on a report of research on kinship care in New South Wales, in which the two authors participated (Mason et al, 2002). In conducting the research, qualitative and quantitative methods were used to explore both ‘top down’ perspectives (from policy documents and statistics) and ‘bottom up’ perspectives (from child protection practitioners and those who experience policy as service recipients – kinship carers, young people in kinship care and parents of children in kinship care).

In this paper we briefly outline the research and discuss findings relating to definitions of kinship care, the extent of kinship care in NSW, decision making around the placement of children in kinship care, reasons given by participants for kinship care, and support for carers.

This article articulates the value of ethnographic research into poverty and particularly into the issue of student hardship. The question is asked whether ‘poverty line’ models of research, which claim to establish objective and accurate measures of financial adversity, actually help in understanding the problem of student hardship. Similar questions are asked about discourses that use the language of participation and social exclusion.

Consideration is given to the value of listening to young people talk about their experiences of studying and living without sufficient means. I refer here not only to the ethics of including ‘the subjects’ of research in the knowledge-making activity, but also to the value of the ethnographic material that is produced. This offers insights into the particular social problem which it is critical to understand in order to respond effectively. It is also material that is not available through more traditional forms of research. While the focus in this article is on university students and financial hardship, it is also arguing more generally in favour of giving priority to interpretivist tradition in research about contemporary social problems.

The increasing predominance of practices associated with risk and ‘risk management’ within social work has been noted in recent years. Some writers have observed threats to fundamental values of social work and cite the problem of risk-aversion and excessive caution. In residential child care settings in Scotland, the author and colleagues noted an increasing problem of ‘risk averse’ practice in relation to very basic and nonrisky outdoor activities such as trips to the beach or cycling. This article gives an account of various policy and guidance responses that were developed as regulatory authorities began to recognise the dangers of over-protection and the growth of written ‘risk assessments’ within small-scale group homes that were intended to provide ‘homely’ care for children and young people. The article notes the contribution of training in social pedagogy, which has recently been undertaken by some residential staff in Scotland and elsewhere in the United Kingdom. One of the impacts of this training has been a reported decrease in risk-averse practice including a greater willingness to undertake outdoor activities. The reason why the adoption of a social pedagogic approach might challenge risk-averse practice is tentatively suggested.

Parental deployment to a war zone brings many changes to family life. Changes in family roles and routines unsettle children and interfere with their educational engagement. Defence School Transition Aides (DSTAs) are employed in qualifying Australian schools to assist students from Australian Defence Force (ADF) families to manage transitions associated with a parental deployment to a war zone. Reported here are findings from a study that explored parents’, teachers’ and DSTAs’ perspectives of school-based support designed to assist students to cope with their changed circumstances when a parent is deployed. Results indicate that an appreciation of students’ worries by school personnel eased their distress. DSTAs facilitated processes whereby peers with deployed parents supported each other. Alerting teachers to an intended deployment was also found to be important as it allowed them to be alert to student behaviour changes and prepare ahead for possible student support needs. DSTAs reminded parents through school newsletters to pass on pertinent deployment-related information to the school so that a coordinated school–family approach for supporting students could be enacted. Further research is required to investigate the educational significance of student support offered by culturally aware key adults and student peers during major life transitions.

Aggressive behaviour, more often observed in young boys, is a relatively common factor of sociodramatic play recognised in literature to be beneficial for child development. While educators are often uncomfortable with this form of play, it may be argued that the omission of aggressive play in early childhood programmes fosters the underdevelopment of social, emotional, physical, cognitive and communicative abilities in young children. This is particularly relevant for preschool-aged boys because they engage in aggressive sociodramatic play more often than girls. This article serves to clarify definitions of serious aggression and playful aggression, conceptualise the importance of various forms of sociodramatic play in child development, and provide strategies for educators when confronted with aggressive sociodramatic play in their classrooms.

This article reviews the development of men and family relationship services in Australia from a practice perspective. Significant milestones in increasing the range and diversity of services for men have been achieved since 1998, when the first National Men and Family Relationships Conference was held in Canberra. Eight principles for successful practice in working with men are identified, along with the challenges faced by the sector.
