While family care has many positive attributes, total care by mothers may not always be the optimal care arrangement from the point of view of the children or their mothers. Here we examine the way deinstitutionalisation policies for children with developmental disabilities has swung away from often inadequately funded institutions, substituting ‘community care’. ‘Community care’ is largely tending work carried out by mothers. The public sector again is under funded and provides almost no tending for these children. We examine the way the rhetoric of community care has hidden the labour of tending work carried out by mothers, and examine the discourses used to justify moving this labour from the public to the private sphere.

The paper deals mainly with work undertaken at Travancore Child and Family Centre and discusses the connection between attachment disorder and Undersocialized Conduct Disorder. Clinical examples illustrate the difficulties such children present to the caregivers and workers in the systems around the child. As these children generally fail to respond readily to therapies based on the child’s ability to form trusting relationships, management and treatment strategies which rely on careful assessment of the child’s attachment behaviour are described.

This paper represents a personal view of the evolution of the Mulberry Bush School and Organisation. I will define three developmental stages, and within these some “core concepts” which, in my view, have enabled our services to evolve. I will illustrate these with case studies.

This article presents the work of the Child Sexual Abuse Treatment Program and Adolescent Sex Offender Treatment Program, auspiced by the Children's Protection Society. The focus is upon their experiences in working with families in which sibling incest has occurred. It outlines the philosophy, principles and model of the program, gives an overview of the demographic data and client profiles, and finally reflects on practice observations relating to issues which have emerged in their work.

In child protection, ‘status indicators’ typically describe the status of children in care in regard to reason for coming into care, length of time in care, racial or ethnic identity and whether specific bureaucratic milestones have been reached. With Indigenous children, status indicators are broadened to encompass explicit requirements arising from the Aboriginal and Torres Strait Islander Child Placement Principle. Our contention is that this approach serves administrative decision-making and not the needs of Indigenous children.

We propose a different process for evaluating the effectiveness of foster care for Indigenous children that considers their well-being rather than their status as cases. This paper examines ‘well-being indicators’ for Indigenous children in care that emphasise foster family capacity to fulfil basic developmental, health, educational, social, cultural, spiritual, housing (Fisher, Pecora, Fluke, Hardin & Field, 1999) and economic needs. The paper concludes with recommendations for practice research on well-being indicators in Indigenous families.

This article reports on the development of the Facial Emotion Recognition and Empathy Test (FERET) as a reliable and valid tool for assessing facial emotion recognition and empathy skills in primary school-aged children. Pictures of human faces developed by the researcher were used as response options for the children. The range of response options and their associated scores were constructed based on the Two Factorial Consensual Mood Structure, which indicates dimensions of emotions. Four hundred and twenty-two primary school children participated in the research. The children were asked to recognise emotions and display the appropriate empathetic response. Data were analysed through item analysis, exploratory factor analysis (EFA) and Item Response Theory (IRT). As a result of item analysis, FERET has been designed to include 6 items related to facial expressions of key emotions and has been found to have an internal consistency coefficient of .82 and be unidimensional. Results from the IRT indicated that all the items in FERET discriminate better responders from poor responders. It was concluded that FERET can produce reliable and valid results in measuring facial emotion recognition and empathy skills among primary school children.

In this article, the authors describe the development, piloting and evaluation of a parenting programme delivered to Aboriginal families of young children in remote NSW. The parenting programme was based on Parents as Teachers, an evidence-based early intervention and prevention home visiting programme that draws on child development theory, and was developed in collaboration with representatives from the local Aboriginal community. The impetus for the programme came from concern about the poor early learning and child wellbeing indicators in this community, pointing to the need for early parenting support that could be effectively delivered by trained Aboriginal workers in a remote area where early childhood resources were very limited. The sessions, implemented within a group setting, were structured and intensive. Six topics identified as being most important to parents of children aged from birth to 18 months, and six topics for parents of children aged from 18 months to 3 years were presented, with three sessions developed for each topic. An evaluation of the programme to date revealed that parent satisfaction with the programme was very high, as were reports of increased knowledge of child development and parenting skills, and increased connection with other families. Aboriginal staff valued the structured programme and resources that were developed. They reported increased knowledge of child development and how to run groups effectively, and observed positive changes in the participating families.

Over the past seven years, in my role with Anglicare WA, I have had the privilege of listening to many separated parents share their concerns about their children's safety when spending time with the other parent who has been violent towards them. These concerns include, but are not limited to, trying to prove to the court that their children have been victims of family violence and that this risk will continue and possibly escalate during contact visits. The protective parent often reports that the children continue to be sent on contact visits even when the children experience a significant degree of trauma over their time in the care of the offending parent. In some cases the offending parent has a new partner who is also a victim of family violence and the children are exposed to this violence while on contact visits. Despite disclosures from the children, and efforts to keep them safe by reporting to the statutory agencies, I find that many of these children continue to be sent on contact visits. I am frequently told by the protective parent that when they are in court they are informed that a) there is insufficient evidence to warrant the court preventing the child from spending time with the other (violent) parent; and b) the father has the right to a meaningful relationship with his child and therefore contact will be ordered. It seems that priority is given to the parent's right to spend time with the child at the expense of the child's need, and right, to be safe.

Hoarding disorder (HD) is characterised by difficulties in discharging or parting with possessions irrespective of their actual value, urges to save and acquire new items and excessive clutter in living areas. There is an urgent need to advance the understanding of HD in child and adolescent populations. The aim of this paper is to cover the assessment, treatment strategies and tools currently available. In general, data on assessment of paediatric HD are scant. Only one psychometrically sound scale, the Child Savings Inventory, which is a parent-rated scale used to assess the severity of hoarding symptoms, was found. However, this scale is not sufficient to produce a diagnosis of HD. Regarding treatment, there was only a limited number of case studies suggesting the effectiveness of cognitive behavioural therapy that includes exposure to discarding and not collecting new items, using contingency management for exposure and oppositional behaviour, cognitive training and instructing parents to assist with home-based exposures. In conclusion, there is an urgent need for properly validated Diagnostic and Statistical Manual of Mental Disorders assessment tools, and we encourage practitioners and researchers to develop and test a Cognitive behavioral therapy (CBT) protocol for paediatric HD based on the aforementioned components.

The first section of the paper makes some observations about young people, crime and the police, and the particular vulnerability of Aboriginal youth coming to the attention of the police. Two issues, the maintenance of public order and juvenile offending, provide the framework for the discussion here. The second section looks at the nexus between the pre-trial conference - a recent innovation in the Children's Court in Perth - police prosecutors, and Aboriginal youth.

Suzanne Jenkins has had over fourteen years experience in the field of child abuse and perpetrator work. She was employed as Senior Therapist at the Gracewell Clinic in Birmingham, England. The Gracewell Clinic had a world-wide reputation for its successful and innovative approach to working with paedophiles and other perpetrators of sexual violence. Since the clinic's closure in late 1993, Suzanne has developed her own therapeutic and training model for working with sexual abuse based on an integrated approach.

The interview was conducted whilst I was on a study tour of Britain supported by a Creswick Foundation Fellowship in Family Relations and Child Development and the Department of Social Work, Monash University.

The interview took place during Suzanne's time with the Gracewell Clinic. In the interview, Suzanne discusses ideas that she has found useful in her experience of working with perpetrators of sexual abuse.

In recent years there has been considerable analysis of how the media create images of crime. The relationship between child abuse and the media has also been subject to greater scrutiny. This article examines the role of one newspaper in a child protection case. The part played by the newspaper in the court case led to an examination of the language used by the media in their representations of children. The researchers found that a child may be objectified in language even when the child’s gender is previously identified. The ‘gender slippage’ may in extreme cases lead to the ‘textual abuse’ of children, where child abuse is rewritten to lessen the impact on the reader. The authors conclude that the actions of journalists and the language they use require more critical analysis.

This paper addresses a number of issues relating to welfare planning for children with serious disorders of attachment, including problems in relation to natural families, implications for caregivers of behavioural aspects of attachment disorders, and difficulties in implementing ‘permanency planning’ principles. Historical trends and cycles in policy formulation are referred to, and some suggestions are made with regard to directions for treatment and future planning of services.

While participation of parents in case planning in child protection is widely accepted as desirable, in practice both workers and parents are often left frustrated by the outcomes of child protection meetings. Two models of managing the decision making process are reviewed, Looking After Children (LAC) and Family Decision Making (FDM). Approaches to preparation, planning and management of conflict are highlighted. Strategies for facilitating parental participation are identified and can be applied more broadly to child protection meetings, to encourage more effective outcomes.

The concept of Good Enough Parenting, introduced by Winnicott in 1965, has been useful to distinguish between care of children which is not ideal, and care which warrants removal of children from a family. There have been various attempts to turn the concept into practice guidelines, most notably by the British Agencies for Adoption and Fostering (Adcock & White 1985). However there is a dearth of Australian material and little which is concise.

Barnardos Australia believed that it was necessary to produce a short practice paper to address this critical issue in child protection practice. This paper was developed through a series of workshops with Barnardos workers which focused on their practice needs. It was designed to assist in decisions about parenting standards which are difficult, not the most obvious situations of neglect or abuse. The paper suggests ways of thinking about good enough parenting and practical questions to bear in mind in family assessment.

Fathers and father figures in child welfare and child development have often been neglected as a focus of interest and research, yet they are often recognised as being a key to the functioning of the family. In addition to this concept, parenting beliefs and practices inevitably influence those of child development and child rearing. By beginning to unravel the differences between role and gender and looking at the diverse dimensions of fatherhood, it is contended that there is no definitive discourse regarding fatherhood in the same way as it is suggested about motherhood.

Whoever these men are, and whichever ethnic group or culture that they may originate from, it is argued that they have often been ignored or avoided in child welfare work. It is hoped that by identifying some of the key concepts in this overlooked area, intervention can be planned to engage fathers more constructively.

Relational, body-oriented and brain-based approaches to recovery and change are increasingly popular modalities for working with traumatised children and adults. However, although these approaches encourage the awareness, and the harnessing of workers’ visceral experiences, there is little in the literature to describe how practitioners navigate their own somatic maps. In a research project undertaken from 2008–16, I invited nine human service workers to tell and explore stories about their own experiences of the body that emerged during, and/or in relation to, their own professional practice. A narrative methodology was used to help facilitate a depth of understanding of how the participants used their own bodies as a source of knowledge and/or as an intervention strategy with those with whom they worked. In this paper, I explore one of many stories told by Coral in which she describes the processes she uses to navigate her own somatic map as she interacts with clients and workers in a domestic violence service. I conclude that creating spaces for workers to explore embodied experience in the professional conversation is important, but is difficult without an acceptable discourse or narrative template. Nonetheless, given the opportunity, including the ‘body as subject’ encourages better outcomes for clients and provides richer accounts of human service workers’ professional experience.

As a way of restricting the spread of COVID-19, methods of social distancing were instituted in most places that people gather, including workplaces. As such, human service agencies have implemented novel ways of delivering services to clients, with a common method being telehealth. For some practitioners this was unchartered waters and required rapid adaption to their everyday practice. I was interested to hear about their experiences and what useful learning came from it. I spoke, informally, with 13 people across four settings in a regional city in Victoria, asking them about the problems, positive changes and innovations that emerged. There were reports of challenges to overcome as well as benefits that may well become long-lasting. Practitioners adapted quickly and successfully to telehealth, with only minor problems that they managed to iron out quite quickly. They were mindful of people’s differing levels of capacity and access to technology and learned to be gentle and kind to themselves and others as they adapted. Some people came to realise that they like to work from home because it improves their work-life balance. Others, however, are keen to return to the workplace; highlighting the importance for flexibility based on individual circumstances. There was a strong sense of improved communication between agencies as they were better able to connect via telehealth compared with former in-person practices.

This school-based study reports on the development and preliminary analysis of the new pictorial semi-structured Child Anxiety and Coping Interview (CACI). Participants included 195 children (Mage = 6.71; SDage = .76) drawn from 29 primary schools located in Western Sydney, Australia. The study used a mixed qualitative and quantitative design. The CACI was used to elicit the children's self-report on their problems, emotions, coping strategies, and coping self-efficacy. Qualitative content and thematic analysis were used to code the children's nominated coping strategies for their problems in the home and school contexts. The top five most common problems reported were as follows: fear of spiders or insects, fear of the dark, going places without parents, doing badly at school, and heights. The top five most common coping strategies reported by the children were support seeking, behavioural avoidance, solving the problem, facing the challenge, and behavioural distraction. Self-reported negative emotional intensity was highest for fear of the dark. Coping self-efficacy for fear of the dark was also high, suggesting the children found their coping strategies helpful, including those that were maladaptive. The clinical implications of these findings are discussed.

The purpose of this paper is to familiarise readers with a new social innovations programme at the University of Melbourne. MABL is an abbreviation for Mobilising change Alliance for Better Lives. The paper outlines the rationale for establishing MABL and describes the processes and principles it uses to generate, design, test and scale novel solutions to improve the safety and wellbeing of vulnerable children and adolescents. Information on how to join the change Alliance and/or invest in solving a better lives challenge is provided.
