ASEAN Economic Community Scorecard

  • During the 13th ASEAN Summit in November 2007, ASEAN Leaders endorsed the ASEAN Economic Community (AEC) Blueprint, which laid the foundation of creating a “single market and production base” among the ten Southeast Asian economies. Soon after that, ASEAN faced great uncertainties in the light of the 2008 global financial crisis and continues to remain cautious in the face of the ongoing global economic weakness. Despite this, the region is forging ahead with its commitment to carry out economic liberalization and cooperation as stipulated in the AEC Blueprint. The official AEC scorecard, published in March 2012, stated that ASEAN had achieved 68.2 per cent of its targets for the 2008–11 period.The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives — tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN +1 free trade agreements. AEC’s goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN’s profile and will help the region to maintain its centrality in the international community.

  • What is the relevance of the area studies approach to Southeast Asia? The current state and future directions of area studies, of which Southeast Asian studies are a part, is a central question not only to scientists working in the field but also those engaged in university politics.   • ASEAN has an abiding interest in peace and stability in this region and in freedom of navigation in and overflight above the South China Sea. Much of ASEAN's commerce, including its members' traded food and energy resources, passes through or over the South China Sea. The stakes for ASEAN and its members in the South China Sea are very high. This book is the product of a conference on 'Entering Uncharted Waters? ASEAN and the South China Sea Dispute', initiated to remind all claimants to bring their claims as close as possible to the provisions of the 1982 UN Convention on the Law of the Sea. After all, ASEAN has sought to promote the rule of law in the region. The conference and this book were inspired by the following objectives: peace, stability, freedom of navigation and overflight, confidence building, cooperation, and the rule of law.

  • Southeast and East Asian countries are undergoing varying stages of population ageing. The social, economic and political implications of population ageing will be enormous, and because of the fast speed of ageing in the region, the countries cannot afford the luxury of time for the gradual evolution of social and structural support systems and networks for the older population. The essays in this volume critically examine national ageing policies and programmes, the sustainability of existing pension systems, housing and living arrangements, inter-generational transfer, and aspects of quality of life of the elderly population. While the findings show that most Southeast Asian countries have started to formulate and implement national ageing policies, they also indicate that the existing policies are by and large inadequate and underdeveloped in serving the needs of the older population and indeed much more must be done to prepare for the future.

Enhancing ASEAN's Connectivity

  • ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment.This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

  • ASEAN leaders proclaimed to create an ASEAN Economic Community by 2015. But achieving the target requires cooperation and coordination both within and among the ten ASEAN economies. Currently, with countries having varying considerations towards complete liberalization, protectionism still persists in certain sectors of the economies. A lot of work needs to be done in addressing the domestic reforms, the gaps in infrastructure, the lack of human resources and adequate institutions. Moreover, it is the businesses whose decisions and actions will help the region to achieve an effective integration. The policymakers have vital roles to play in raising the engagement of the private businesses in ASEAN matters. As time is limited, one way for ASEAN is to focus on "core" elements of integration and implement them earnestly in the shortest possible time. The rest of the process, as envisaged in the AEC blueprint, can follow beyond 2015. This book examines the state of readiness of the member countries for regional integration and discusses the challenges to ASEAN businesses. It gives policy recommendations to address some of the issues faced by the key stakeholders.

The Women's Charter is the main legislation protecting women's rights in the context of the family in Singapore. Highlights of this book include the reasons for the significance of legislation to protect women's rights in marriage; how the legislation came about; case studies from Southeast Asia; how the Singapore Women's Charter evolved and became established; how the Charter goes beyond protecting women's rights by reinforcing men's and women's obligations and duties in a marital partnership; how the Charter has come to be perceived by men and women especially in its enforcement in the context of divorce; and the social repercussions of the Charter on the family in its application.There has been ongoing discussion on the implications of the Charter on the lives of Singaporean women and men for some years since its implementation.   • As a region, Southeast Asia has undergone enormous economic and social changes in the last few decades. Women as a collective have seen their lives transformed as a result of rapid development and economic growth. In exploring the progress made by Southeast Asian men and women, this book seeks to answer the following questions: (a) In what areas have women been able to achieve parity with men? (b) In what areas do women encounter specific disadvantages based on their gender as compared with men? and (c) How have women's concerns and problems been addressed by the governments in this region with the aim of encouraging gender equality? As the title of this book suggests, the chapters provide an analysis of the broad trends - including changes and continuities - in the experiences, interests and concerns of Southeast Asian women. The chapters examine the trends related to women in the following arenas: the family, economic participation, politics, health, and religion. In some arenas, the trends reflect the disadvantages women face, which in turn have led to gender gaps; in other areas, women's progress has been found to eclipse that of the men, although this tends to be the exception.

Sun Yat-Sen, Nanyang and the 1911 Revolution

  • In view of the 100th anniversary of the 1911 Revolution and Sun Yat-sen's relations with the Nanyang communities, the Institute of Southeast Asian Studies and the Chinese Heritage Centre came together to host a two-day bilingual conference on the three-way relationships between Sun Yat-sen, Nanyang and the 1911 Revolution in October 2010 in Singapore. This volume is a collection of papers in English presented at the conference. While there are extensive research and voluminous publications on Sun Yat-sen and the 1911 Revolution, it was felt that less had been done on the Southeast Asian connections. Thus this volume tries to chip in some original and at times provocative analysis on not only Sun Yat-sen and the 1911 Revolution but also contributions from selected Southeast Asian countries.
