  • This history of colonial legacies in UN peacekeeping operations from 1945–1971 reveals how United Nations peacekeeping staff reconfigured the functions of global governance and sites of diplomatic power in the post-war world. Despite peacekeeping operations being criticised for their colonial underpinnings, our understanding of the ways in which colonial actors and ideas influenced peacekeeping practices on the ground has been limited and imprecise. In this multi-archival history, Margot Tudor investigates the UN's formative armed missions and uncovers the officials that orchestrated a reinvention of colonial-era hierarchies for Global South populations on the front lines of post-colonial statehood. She demonstrates how these officials exploited their field-based access to perpetuate racial prejudices, plot political interference, and foster protracted inter-communal divisions in post-colonial conflict contexts. Bringing together histories of humanitarianism, decolonisation, and the Cold War, Blue Helmet Bureaucrats sheds new light on the mechanisms through which sovereignty was negotiated and re-negotiated after 1945.

  • In Red Internationalism, Salar Mohandesi returns to the Vietnam War to offer a new interpretation of the transnational left's most transformative years. In the 1960s, radicals mobilized ideas from the early twentieth century to reinvent a critique of imperialism that promised not only to end the war but also to overthrow the global system that made such wars possible. Focusing on encounters between French, American, and Vietnamese radicals, Mohandesi explores how their struggles did change the world, but in unexpected ways that allowed human rights to increasingly displace anti-imperialism as the dominant idiom of internationalism. When anti-imperialism collapsed in the 1970s, human rights emerged as a hegemonic alternative channeling anti-imperialism's aspirations while rejecting systemic change. Approaching human rights as neither transhistorical truth nor cynical imperialist ruse but instead as a symptom of anti-imperialism's epochal crisis, Red Internationalism dramatizes a shift that continues to affect prospects for emancipatory political change in the future.

It debunks the myth that social rights are 'second-generation rights' – rights that appeared after World War II as additions to a rights corpus stretching back to the Enlightenment. Not only do social rights stretch back that far; they arguably pre-date the Enlightenment. In tracing their long history across various global contexts, this volume reveals how debates over social rights have often turned on deeper struggles over social obligation – over determining who owes what to whom, morally and legally. In the modern period, these struggles have been intertwined with questions of freedom, democracy, equality and dignity.   • Night on Earth is a broad-ranging account of international humanitarian programs in Central and Eastern Europe, the Balkans and the Near East from 1918 to 1930. Davide Rodogno shows that international 'relief' and 'development' were intertwined long before the birth of the United Nations with humanitarians operating in a region devastated by war and famine and in which state sovereignty was deficient. Influenced by colonial motivations and ideologies these humanitarians attempted to reshape entire communities and nations through reconstruction and rehabilitation programmes. The book draws on the activities of a wide range of secular and religious organisations and philanthropic foundations in the US and Europe including the American Relief Administration, the American Red Cross, the Quakers, Save the Children, the Near East Relief, the American Women's Hospitals, the League of Nations and the International Committee of the Red Cross.

  • In the Cause of Humanity is a major new history of the emergence of the theory and practice of humanitarian intervention during the nineteenth century when the question of whether, when and how the international community should react to violations of humanitarian norms and humanitarian crises first emerged as a key topic of controversy and debate. Fabian Klose investigates the emergence of legal debates on the protection of humanitarian norms by violent means, revealing how military intervention under the banner of humanitarianism became closely intertwined with imperial and colonial projects. Through case studies including the international fight against the slave trade, the military interventions under the banner of humanitarian aid for Christian minorities in the Ottoman Empire, and the intervention of the United States in the Cuban War of Independence, he shows how the idea of humanitarian intervention established itself as a recognized instrument in international politics and international law.

  • This book is a study of compassion as a global project from Biafra to Live Aid. Kevin O'Sullivan explains how and why NGOs became the primary conduits of popular concern for the global poor between the late 1960s and the mid-1980s and shows how this shaped the West's relationship with the post-colonial world. Drawing on case studies from Britain, Canada and Ireland, as well as archival material from governments and international organisations, he sheds new light on how the legacies of empire were re-packaged and re-purposed for the post-colonial era, and how a liberal definition of benevolence, rooted in charity, justice, development and rights became the dominant expression of solidarity with the Third World. In doing so, the book provides a unique insight into the social, cultural and ideological foundations of global civil society. It reveals why this period provided such fertile ground for the emergence of NGOs and offers a fresh interpretation of how individuals in the West encountered the outside world.

  • In the historiography of human rights, the 1980s feature as little more than an afterthought to the human rights breakthrough of the previous decade. Through an examination of one of the major actors of recent human rights history – Poland's Solidarity movement – Robert Brier challenges this view. Suppressed in 1981, Poland's Solidarity movement was supported by a surprisingly diverse array of international groups: US Cold Warriors, French left-wing intellectuals, trade unionists, Amnesty International, even Chilean opponents of the Pinochet regime. By unpacking the politics and transnational discourses of these groups, Brier demonstrates how precarious the position of human rights in international politics remained well into the 1980s. More importantly, he shows that human rights were a profoundly political and highly contested language, which actors in East and West adopted to redefine their social and political identities in times of momentous cultural and intellectual change.

  • In 1914, seven million Jews across Eastern Europe and the Eastern Mediterranean were caught in the crossfire of warring empires in a disaster of stupendous, unprecedented proportions. In response, American Jews developed a new model of humanitarian relief for their suffering brethren abroad, wandering into American foreign policy as they navigated a wartime political landscape. The effort continued into peacetime, touching every interwar Jewish community in these troubled regions through long-term refugee, child welfare, public health, and poverty alleviation projects. Against the backdrop of war, revolution, and reconstruction, this is the story of American Jews who went abroad in solidarity to rescue and rebuild Jewish lives in Jewish homelands. As they constructed a new form of humanitarianism and re-drew the map of modern philanthropy, they rebuilt the Jewish Diaspora itself in the image of the modern social welfare state.

  • Genocide is not only a problem of mass death, but also of how, as a relatively new idea and law, it organizes and distorts thinking about civilian destruction. Taking the normative perspective of civilian immunity from military attack, A. Dirk Moses argues that the implicit hierarchy of international criminal law, atop which sits genocide as the 'crime of crimes', blinds us to other types of humanly caused civilian death, like bombing cities, and the 'collateral damage' of missile and drone strikes. Talk of genocide, then, can function ideologically to detract from systematic violence against civilians perpetrated by governments of all types. The Problems of Genocide contends that this violence is the consequence of 'permanent security' imperatives: the striving of states, and armed groups seeking to found states, to make themselves invulnerable to threats.

  • Nathan A. Kurz charts the fraught relationship between Jewish internationalism and international rights protection in the second half of the twentieth century. For nearly a century, Jewish lawyers and advocacy groups in Western Europe and the United States had pioneered forms of international rights protection, tying the defense of Jews to norms and rules that aspired to curb the worst behavior of rapacious nation-states. In the wake of the Holocaust and the creation of the State of Israel, however, Jewish activists discovered they could no longer promote the same norms, laws and innovations without fear they could soon apply to the Jewish state. Using previously unexamined sources, Nathan Kurz examines the transformation of Jewish internationalism from an effort to constrain the power of nation-states to one focused on cementing Israel's legitimacy and its status as a haven for refugees from across the Jewish diaspora.

  • What did it mean to be an alien, and in particular an enemy alien, in the interstate conflicts that occurred over the nineteenth century and that climaxed in the First World War? In this ambitious and broad-ranging study, Daniela L. Caglioti highlights the many ways in which belligerent countries throughout the world mobilized populations along the member/non-member divide, redefined inclusion and exclusion, and refashioned notions and practices of citizenship. She examines what it meant to be an alien in wartime, how the treatment of aliens in wartime interfered with sovereignty and the rule of law, and how that treatment affected population policies, individual and human rights, and conceptions of belonging. Concentrating on the gulf between citizens and foreigners and on the dilemma of balancing rights and security in wartime, Caglioti highlights how each country, regardless of its political system, chose national security even if this meant reducing freedom, discriminating among citizens and non-citizens, and violating international law.

  • This book explores the fluctuating relationship between human rights and humanitarianism. For most of their lives, human rights and humanitarianism have been distant cousins. Humanitarianism focused on situations in faraway places dealing with large-scale loss of life that demanded urgent attention whilst human rights advanced the cause of individual liberty and equality at home. However, the twentieth century saw the two coming much more directly into dialogue, particularly following the end of the Cold War, as both began working in war zones and post-conflict situations. Leading scholars probe how the shifting meanings of human rights and humanitarianism converge and diverge from a variety of disciplinary perspectives ranging from philosophical inquiries that consider whether and how differences are constructed at the level of ethics, obligations, and duties, to historical inquiries that attempt to locate core differences within and between historical periods, and to practice-oriented perspectives that suggest how differences are created and recreated in response to concrete problems and through different kinds of organised activities with different goals and meanings.

  • This is the first global examination of the historical relationship between Christianity and human rights in the twentieth century. Leading historians, anthropologists, political theorists, legal scholars, and scholars of religion develop fresh approaches to issues such as human dignity, personalism, religious freedom, the role of ecumenical and transatlantic networks, and the relationship between Christian and liberal rights theories. In doing so they move well beyond the temporal and geographical limits of the existing scholarship, exploring the connection between Christianity and human rights, not only in Europe and the United States, but also in Africa, Latin America, and China.   • It is a fundamental term of the social contract that people trade allegiance for protection. In the nineteenth century, as millions of people made their way around the world, they entangled the world in web of allegiance that had enormous political consequences. Nationality was increasingly difficult to define. Just who was a national in a world where millions lived well beyond the borders of their sovereign state? As the nineteenth century gave way to the twentieth, jurists and policymakers began to think of ways to cut the web of obligation that had enabled world politics. They proposed to modernize international law to include subjects other than the state. Many of these experiments failed. But, by the mid-twentieth century, an international legal system predicated upon absolute universality and operated by intergovernmental organizations came to the fore. Under this system, individuals gradually became subjects of international law outside of their personal citizenship, culminating with the establishment of international courts of human rights after the Second World War.

The Past Can't Heal Us

  • In this innovative study, Lea David critically investigates the relationship between human rights and memory, suggesting that, instead of understanding human rights in a normative fashion, human rights should be treated as an ideology. Conceptualizing human rights as an ideology gives us useful theoretical and methodological tools to recognize the real impact human rights has on the ground. David traces the rise of the global phenomenon that is the human rights memorialization agenda, termed 'Moral Remembrance', and explores what happens once this agenda becomes implemented. Based on evidence from the Western Balkans and Israel/Palestine, she argues that the human rights memorialization agenda does not lead to a better appreciation of human rights but, contrary to what would be expected, it merely serves to strengthen national sentiments, divisions and animosities along ethnic lines, and leads to the new forms of societal inequalities that are closely connected to different forms of corruptions.

  • This volume presents the first global history of human rights politics in the age of decolonization. The conflict between independence movements and colonial powers shaped the global human rights order that emerged after the Second World War. It was also critical to the genesis of contemporary human rights organizations and humanitarian movements. Anti-colonial forces mobilized human rights and other rights language in their campaigns for self-determination. In response, European empires harnessed the new international politics of human rights for their own ends, claiming that their rule, with its promise of 'development,' was the authentic vehicle for realizing them. Ranging from the postwar partitions and the wars of independence to Indigenous rights activism and post-colonial memory, this volume offers new insights into the history and legacies of human rights, self-determination, and empire to the present day.

American Transitional Justice

  • Natalie Davidson offers an alternative account of Alien Tort Statute litigation by revisiting the field's two seminal cases, Filártiga (filed 1979) and Marcos (filed 1986), lawsuits ostensibly concerned with torture in Paraguay and the Philippines, respectively. Combining legal analysis, archival research and ethnographic methods, this book reveals how these cases operated as transitional justice mechanisms, performing the transition of the United States and its allies out of the Cold War order. It shows that US courts produced a whitewashed history of US involvement in repression in the Western bloc, while in Paraguay and the Philippines the distance from US courts allowed for a more critical narration of the lawsuits and their underlying violence as symptomatic of structural injustice. By exposing the political meanings of these legal landmarks for three societies, Davidson sheds light on the blend of hegemonic and emancipatory implications of international human rights litigation in US courts.

  • In this definitive new account of the emergence of human rights activism in post-war Britain, Tom Buchanan shows how disparate individuals, organisations and causes gradually came to acquire a common identity as 'human rights activists'. This was a slow process whereby a coalition of activists, working on causes ranging from anti-fascism, anti-apartheid and decolonisation to civil liberties and the peace movement, began to come together under the banner of human rights. The launch of Amnesty International in 1961, and its landmark winning of the Nobel Peace Prize in 1977 provided a model and inspiration to many new activist movements in 'the field of human rights', and helped to affect major changes towards public and political attitudes towards human rights issues across the globe.

  • Richardson-Little exposes the forgotten history of human rights in the German Democratic Republic, placing the history of the Cold War, Eastern European dissidents and the revolutions of 1989 in a new light. By demonstrating how even a communist dictatorship could imagine itself to be a champion of human rights, this book challenges popular narratives on the fall of the Berlin Wall and illustrates how notions of human rights evolved in the Cold War as they were re-imagined in East Germany by both dissidents and state officials. Ultimately, the fight for human rights in East Germany was part of a global battle in the post-war era over competing conceptions of what human rights meant. Nonetheless, the collapse of dictatorship in East Germany did not end this conflict, as citizens had to choose for themselves what kind of human rights would follow in its wake.
