Freelance work has proliferated in Japan over the last decade due in part to the Abe administration's encouragement of work style reform to reinvigorate the economy. However, freelancers have heavily criticized the government for treating them unequally in their compensation program for workers affected by the coronavirus. The COVID-19 pandemic and emergency declaration have exposed freelancers' employment insecurity and lack of access to a social safety net during an economic crisis. Intense debates have erupted on social media about how much companies and the government should be responsible for freelance workers' welfare. Defenders of providing lower levels of compensation to freelancers draw on preexisting neoliberal arguments that freelancers, like other irregular workers, are personally responsible (jiko sekinin) for themselves. However, many freelancers have pushed back by arguing that freelance work has become so mainstream that it no longer makes sense to treat it as some unique and separate work category. Being technologically savvy, freelancers have quickly leveraged their familiarity with social media platforms to criticize the unequal economic compensation and to demand increased benefits and recognition for their work in a surprising act of political defiance.

This paper examines responses to the COVID-19 pandemic from farmers in Japan. Because COVID-19 was most prevalent in Japanese urban centers and especially the Tokyo metropolitan area, farmers in rural communities in Kansai expressed less concern over infection compared to Kanto-area farmers who were more concerned with risk of infection. While some farmers expressed concern over economic losses from the closure of restaurants and schools, many interviewees had pre-established diverse market channels and thus could pivot their distribution streams during the pandemic. Farmers diverted produce typically for restaurants towards direct sales such as chokubaijyos (direct sales markets) or engaged in online platforms. Because of a lack of single stream distribution infrastructure set up for organic farmers as compared to conventional farmers, many of the interviewees already have robust distribution networks and tend to hold strong community ties with consumers and buyers in their region. We argue that the activities of these farmers demonstrate the resilience of local-scale food systems in Japan, because these networks help maintain food security and community relationships during times of crisis.

The ongoing COVID-19 pandemic has had a significant impact on love, marriage and family life. Employing both social science and cultural studies perspectives, this article discusses romantic and familial relationships and their respective depictions in four Japanese romantic dramas (ren'ai dorama) produced under pandemic conditions. It touches upon the COVID-19 pandemic and related policies in Japan, elaborates on conditions of TV production during the pandemic, and asks: How have TV series addressed love, dating and (marital) relationships during the pandemic? How did the pandemic and concomitant policies impact depictions of these topics? Finally, what do these dramas reveal about the state of domestic gender relations and gender equality in the context of changing working conditions and stay-at-home policies implemented during the pandemic? The article identifies a trend consistent with ‘re-traditionalization’ on the one hand, and depictions of diverse, unconventional relational practices that are critical of the marital institution on the other. While the dramas touch on the impact of the pandemic on women's livelihoods and gender equality, more serious consequences remain unexplored.

This is a collection of original articles on diverse vulnerable populations in Japan in the wake of the new coronavirus pandemic. The effects of COVID-19 are felt differently, with some among us at much greater risk of infection due to preexisting health and welfare conditions. For others, perhaps more than the risk of infection, it is the precautions taken to mitigate the risk for the whole population, such as lockdowns and business closures, that have pulled away the already fragile safety net of state and civil society organization (CSO) support, leading to increased marginalization and social exclusion. The goal of this set of papers is to document the conditions of those that have been most directly affected by the virus and to provide background on the conditions that made them vulnerable in the first place, notably chronic conditions that are brought into more obvious relief in light of emergency measures. Each of the authors had a pre-established relationship with those affected populations and employed various ethnographic approaches, some face to face, others digitally via Zoom interviews and SNS exchanges. In this moment of what appears to be relative calm, we hope that our collection, quickly compiled in an attempt to capture the ever-changing situation, will give some insight into how those most vulnerable are faring in this time of crisis and provide information that will allow us to prepare better before the next wave comes our way.

This special collection of papers reflects the work of contributing authors to the newly released book Legacies of Fukushima: 3.11 in Context (University of Pennsylvania Press, 2021). The edited volume addresses the Fukushima nuclear crisis in Japan, taking a multi-dimensional, cross-disciplinary approach to understanding this epic disaster. The book is an intersectional collaboration that is unique in that it incorporates the work of Japan-area scholars, journalists, nuclear experts and Science, Technology and Society (STS) scholars from Japan and abroad, who discuss the trajectory of the Fukushima nuclear disaster in the first decade since its inception. There are 19 authors whose work is included in the book; this special edition of selected papers for The Asia-Pacific Journal: Japan Focus evokes that work, and while they do not entirely represent the scope of the material included in the edited volume, these papers delve into issues that any disaster studies scholar or student of the Fukushima nuclear disaster will find compelling.

A decade ago, Japan learned some bitter lessons from the 2011 Fukushima nuclear disaster, after ignoring global and local ones over the preceding four decades. But elements of the country clearly haven’t, whether it comes to the atom or dealing with an international event like the Tokyo Summer Olympics during a global pandemic. Because of Japan’s mishandling of the pandemic and new variants resistant to vaccines, whether the games, which a majority of the public wanted cancelled or postponed again, would have become a super-spreader event, trigger a new variant or create an explosion of COVID-19 cases or a combination thereof remained a continuing concern. What’s clear is that Tokyo put political, bureaucratic and commercial interests ahead of the health and wellbeing of the overall public —similar to what happened in the decades preceding Fukushima.

The COVID-19 pandemic presents a remarkable opportunity to put to work all of the research that has been undertaken in past decades on the elicitation and structural estimation of subjective belief distributions as well as preferences over atemporal risk, patience, and intertemporal risk. As contributors to elements of that research in laboratories and the field, we drew together those methods and applied them to an online, incentivized experiment in the United States. We have two major findings. First, the atemporal risk premium during the COVID-19 pandemic appeared to change significantly compared to before the pandemic, consistent with theoretical results of the effect of increased background risk on foreground risk attitudes. Second, subjective beliefs about the cumulative level of deaths evolved dramatically over the period between May and November 2020, a volatile one in terms of the background evolution of the pandemic.

Sanitation workers in any society are essential workers that deal with the ‘dirty work’ that most people would rather not do. With the coronavirus outbreak in 2020, these workers have been particularly vulnerable with the increase in the amount of household garbage due to people staying home, as well as potential exposure to the virus through handling contaminated trash. This paper analyzed interviews of six Japanese men who work in garbage collection and/or are sanitation union members to shed light on how they experienced the impact of the coronavirus outbreak in their daily lives. Qualitative analysis highlights the following seven themes (1) Alerting overseas news of potential dangers; (2) Fear of contracting Covid-19: (3) Negotiated for safer protocols and gear; (4) Increased workload; (5) Experience of discrimination and stigma; (6) Increased public attention and awareness; and (7) “Our Work Goes Beyond Garbage Collection.” The paper also highlights sanitation workers' concern with the increased privatization of the public sector, pointing out how this may undermine the general welfare of society especially in times of crisis.

Globally, independent restaurants have been dealt a double blow by COVID-19. Restaurant staff face the risk of infection, and restaurants have been among the businesses hardest hit by urban lockdowns. With fewer resources than corporate chains, small independent restaurants are particularly vulnerable to an extended economic downturn. This paper looks at how independent restaurant owners in Tokyo have coped with the pandemic both individually and as members of larger communities. Both government and community support have been key to sustaining these small businesses and their employees during this crisis.

The Coronavirus hit Japan during our study-abroad semester in Kyoto. Here we present similarities in Japanese societal response to chemical pollutants throughout the long twentieth century and to COVID-19, as they became apparent to us through a chemistry course on Japanese industrial pollution.

The essay explores Japan's policies of containing infection without heavy reliance on legally imposed lockdowns or digital surveillance. It examines the ‘social measures’ that local governments and the Ministry of Health relied on, including consistent public health messaging, contact tracing, education, with a focus on behavior modification. The pandemic worldwide has highlighted the importance of society in addition to the state in controlling infection. This article points out the benefits of this form of social control as well as its trade-offs, including stress concerning social expectations, informal forms of social control, and incidences of harassment and discrimination against the diseased.

Despite one of the world's strictest and longest lockdown policies, the Philippines' securitized approach to containing the COVID-19 pandemic has led to unnecessary suffering, especially in poor communities. This article explores how the Philippine government's prioritizing of punitive policies such as detaining quarantine violators or attempting to decongest Manila by sending poor families to neighbouring provinces, magnifies existing socio-spatial inequalities and further spreads disease. In many of these communities, poverty is a co-morbidity. As local governments struggle to provide frontline health and social welfare services, high-profile arrests, media shutdowns, and the proposed Anti-Terrorism Bill spark concerns about restrictions on free speech while movement is curtailed. Nevertheless, community and private sector efforts around localized healthcare, food security, and inclusive mobility indicate potential paths towards a ‘better normal’ that goes beyond just survival.

Of the many populations at risk in these corona times, the homeless are among the most vulnerable. Without shelter, having to do without personal protective equipment, often without health insurance and unable to limit contact with strangers, the risk of infection is very high. The emergency measures taken by the Tokyo Metropolitan Government included the closure of many public spaces, indoors and out, depriving them of access to the few spaces of survival. . This ethnographic article outlines how an older group of homeless men responded to the risk of infection and inconsistent government efforts to address this issue. Finally, we examine the response of civil society organizations to compensate for weakness of the government’s response.

March 11, 2021 marked the tenth anniversary of Japan’s triple disaster of 2011. Residents of Fukushima towns which endured the greatest environmental, social, and economic impact of the Fukushima Daiichi NPP accident have lived with uncertainty about the future for a full decade. Major infrastructure projects are fully or nearly complete, and decontamination efforts in reopened towns have largely concluded. Nevertheless, evacuee return rates have been low in most towns which had been placed under full evacuation orders. As a result, the current populations of many affected towns are less than 20% of their pre-disaster levels, and the majority of current residents over 65 years of age. Despite the huge challenges, the energy and know-how of the people of Fukushima are tremendous resources. Many see the possibility of new forms of long-term viability that capitalize on technology, the age of the population, and the ready availability of land and other resources. What has been achieved so far in realizing these visions has been made possible by an emergent network of informal community leaders, who display a charismatic, soft leadership style.

The Technical Intern Training Program (TITP) – a short-term labor rotation system that originated in 1993 – brings young and middle-aged workers from developing countries to Japan with a stated objective to transfer Japanese vocational skills and techniques to these workers. However, the program faced criticism for doing little more than covering the chronic labor shortage in unskilled blue-collar jobs that are regarded unfavorably by many Japanese in recent years. This paper highlights the heightened vulnerability of the technical intern trainees as cheap and disposable sources of labor, especially during the Covid-19 pandemic. Based on digital communications with 16 Vietnamese technical trainees and an analysis of the content on media platforms since the outbreak of the pandemic, the paper extends my previous work on the challenges faced by technical intern trainees, analyzing the handling of Japanese governments and the accepting companies. The article also introduces the roles of support groups in Japan devoted to protecting vulnerable technical intern trainees. At a moment when the Japanese government is reforming and promoting the TITP, this analysis of Vietnamese technical trainees during the COVID-19 crisis is particularly timely.

This article analyzes the impact of the coronavirus epidemic in India after first situating it in the wider international context. It begins with a global perspective on the spread of the pandemic that correlates more with geography, demography and seasonality than lockdown stringency and sequencing. The responses of governments have damaged economies, lost livelihoods, worsened healthcare-access and learning-outcomes, while curbing rights and freedoms of citizens. In India, the draconian lockdown dealt a crippling blow to the economy which has hurt the poor badly but could not ‘flatten the curve’. The inadequate and inappropriate policy response has made the task of economic recovery even more difficult. Yet, the crisis also opens possible opportunities for India to enhance its global role and profile.

This paper assesses the role and the challenges of the use of critical raw materials in Japan's program for achieving net-zero greenhouse gas emissions by 2050.

Has the COVID-19 pandemic affected pro-sociality among individuals? After the onset of the pandemic, many charitable appeals were updated to include a reference to COVID-19. Did donors increase their giving in response to such changes? In order to answer these questions, we conducted a real-donation online experiment with more than 4200 participants from 149 local areas in England and over 21 weeks. First, we varied the fundraising appeal to either include or exclude a reference to COVID-19. We found that including the reference to COVID-19 in the appeal increased donations. Second, in a natural experiment-like approach, we studied how the relative local severity of the pandemic and media coverage about local COVID-19 severity affected giving in our experiment. We found that both higher local severity and more related articles increased giving of participants in the respective areas. This holds for different specifications, including specifications with location fixed effects, time fixed effects, a broad set of individual characteristics to account for a potentially changing composition of the sample over time and to account for health- and work-related experiences with and expectations regarding the pandemic. While negative experiences with COVID-19 correlate negatively with giving, both approaches led us to conclude that the pure effect of increased salience of the pandemic on pro-sociality is positive. Despite the shift in public attention toward the domestic fight against the pandemic and away from developing countries’ challenges, we found that preferences did not shift toward giving more to a national project and less to developing countries.

There are 608 “children’s homes” (児童養護施設 jidō yōgo shisetsu) across Japan that care for children and adolescents whose parents are unable to care for them (even though in many cases, their parents are known and still in contact with them). The causes for separation vary, including financial or psychological pressures, often taking the form of neglect or abuse. Institutionalization of any kind is always difficult for both children and their caretakers. Inside the children’s homes, the situation is difficult due to limited staff and tight budgets. The onset of COVID-19 has meant a dramatic decrease in the support services, staff, and resources that these institutions can provide, putting an already vulnerable population at added risk. Based on interviews with administrators at some of the leading nonprofits working with these children, this article lays out both the immediate difficulties within children’s homes during this difficult time, and the longer-term challenges they face in providing support for these young people.

This article explores how the models of medical risk from radiation established in the aftermath of the nuclear attacks on Hiroshima and Nagasaki are insufficient for understanding the risks faced by people in contaminated environments like Fukushima. These models focus exclusively on levels of external radiation, while the risk faced by people in areas affected by radioactive fallout comes from internalizing fallout particles. These models have helped to obscure the health impacts over the last 76 years of those exposed to fallout, from the people who experienced the Black Rain in Hiroshima, to the global hibakusha exposed through nuclear testing, production and accidents, and now to those living where the plumes deposited radiation in Fukushima.
