Mainstream comparative research on political institutions focuses primarily on formal rules. Yet in many contexts, informal institutions, ranging from bureaucratic and legislative norms to clientelism and patrimonialism, shape even more strongly political behavior and outcomes. Scholars who fail to consider these informal rules of the game risk missing many of the most important incentives and constraints that underlie political behavior. In this article we develop a framework for studying informal institutions and integrating them into comparative institutional analysis. The framework is based on a typology of four patterns of formal-informal institutional interaction: complementary, accommodating, competing, and substitutive. We then explore two issues largely ignored in the literature on this subject: the reasons and mechanisms behind the emergence of informal institutions, and the nature of their stability and change. Each of four theoretical traditions in the study of American politics—which can be characterized as theories of Majoritarian Electoral Democracy, Economic-Elite Domination, and two types of interest-group pluralism, Majoritarian Pluralism and Biased Pluralism—offers different predictions about which sets of actors have how much influence over public policy: average citizens; economic elites; and organized interest groups, mass-based or business-oriented.

A great deal of empirical research speaks to the policy influence of one or another set of actors, but until recently it has not been possible to test these contrasting theoretical predictions against each other within a single statistical model. We report on an effort to do so, using a unique data set that includes measures of the key variables for 1,779 policy issues.

Multivariate analysis indicates that economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic-Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism.

In the past twenty years, intersectionality has emerged as a compelling response to arguments on behalf of identity-based politics across the discipline. It has done so by drawing attention to the simultaneous and interacting effects of gender, race, class, sexual orientation, and national origin as categories of difference. Intersectional arguments and research findings have had varying levels of impact in feminist theory, social movements, international human rights, public policy, and electoral behavior research within political science and across the disciplines of sociology, critical legal studies, and history. Yet consideration of intersectionality as a research paradigm has yet to gain a wide foothold in political science. There is no integrated regime governing efforts to limit the extent of climate change. Instead, there is a regime complex: a loosely-coupled set of specific regimes. We describe the regime complex for climate change and seek to explain it, using interest-based, functional, and organizational arguments. This institutional form is likely to persist; efforts to build a comprehensive regime are unlikely to succeed, but experiments abound with narrower institutions focused on particular aspects of the climate change problem. Building on this analysis, we argue that a climate change regime complex, if it meets specified criteria, has advantages over any politically feasible comprehensive regime. Adaptability and flexibility are particularly important in a setting—such as climate change policy—in which the most demanding international commitments are interdependent yet governments vary widely in their interest and ability to implement them. Yet in view of the serious political constraints, both domestic and international, there is little reason for optimism that the climate regime complex that is emerging will lead to reductions in emissions rapid enough to meet widely discussed goals, such as stopping global warming at two degrees above pre-industrial levels.

When the leader of an autocratic regime loses power, one of three things happens. The incumbent leadership group is replaced by democratically elected leaders. Someone from the incumbent leadership group replaces him, and the regime persists. Or the incumbent leadership group loses control to a different group that replaces it with a new autocracy. Much scholarship exists on the first kind of transition, but little on transitions from one autocracy to another, though they make up about half of all regime changes. We introduce a new data set that facilitates the investigation of all three kinds of transition. It provides transition information for the 280 autocratic regimes in existence from 1946 to 2010. The data identify how regimes exit power, how much violence occurs during transitions, and whether the regimes that precede and succeed them are autocratic. We explain the data set and show how it differs from currently available data. The new data identify autocratic regime breakdowns regardless of whether the country democratizes, which makes possible the investigation of why the ouster of dictators sometimes leads to democracy but often does not, and many other questions. We present a number of examples to highlight how the new data can be used to explore questions about why dictators start wars and why autocratic breakdown sometimes results in the establishment of a new autocratic regime rather than democratization. We discuss the implications of these findings for the Arab Spring.

The increasing density of international regimes has contributed to the proliferation of overlap across agreements, conflicts among international obligations, and confusion regarding what international and bilateral obligations cover an issue. This symposium examines the consequences of this “international regime complexity” for subsequent politics. What analytical insights can be gained by thinking about any single agreement as being embedded in a larger web of international rules and regimes? Karen Alter and Sophie Meunier's introductory essay defines international regime complexity and identifies the mechanisms through which it may influence the politics of international cooperation. Short contributions analyze how international regime complexity affects politics in specific issue areas: trade (Christina Davis), linkages between human rights and trade (Emilie Hafner-Burton), intellectual property (Laurence Helfer), security politics (Stephanie Hofmann), refugee politics (Alexander Betts), and election monitoring (Judith Kelley). Daniel Drezner concludes by arguing that international regime complexity may well benefit the powerful more than others.

Democracies, and the citizenries that stand at their center, are not natural phenomena; they are made and sustained through politics. Government policies can play a crucial role in this process, shaping the things publics believe and want, the ways citizens view themselves and others, and how they understand and act toward the political system. Yet, while political scientists have said a great deal about how publics influence policies, they know far less about the ways policies influence publics. In this article, we seek to clarify how policies, once enacted, are likely to affect political thought and action in the citizenry. Such effects are hard to locate within the standard framework of approaches to mass behavior, and they are generally ignored by program evaluators and policy analysts. To bridge this gap, we direct attention toward a long and vibrant, but underappreciated, line of inquiry we call the “political tradition” of mass behavior research. Drawing this tradition together with recent work on “policy feedback,” we outline a framework for thinking about how policies influence mass politics. The major types of such effects include defining membership; forging political cohesion and group divisions; building or undermining civic capacities; framing policy agendas, problems, and evaluations; and structuring, stimulating, and stalling political participation.

A revised version of modernization theory implies that certain cultural variables (deeply-instilled attitudes among the public of a society) play an important role in democratization—and considerable empirical evidence supports this claim. Nevertheless, these variables are rarely used in econometric analysis of democratization. Why? One important reason is a tendency to view subjective mass orientations as volatile, relatively “soft” data. Analyzing data from many Large-N comparative survey projects, this article demonstrates that: (1) certain mass attitudes that are linked with modernization constitute attributes of given societies that are fully as stable as standard social indicators; (2) when treated as national-level variables, these attitudes seem to have predictive power comparable to that of widely-used social indicators in explaining important societal-level variables such as democracy; (3) national-level mean scores are a legitimate social indicator; and (4) one gets maximum analytic leverage by analyzing data from the full range of societies. We find numerous strong correlations between these subjective indicators and important societal attributes such as democracy, which suggest that causal linkages exist—but we do not attempt to demonstrate them here. Previous research has tested some of these linkages, finding support for causal interpretations, but conclusive tests of all the linkages shown here would require several book-length treatments. We briefly review some of the evidence supporting the conclusion that modernization leads to enduring mass attitudinal changes that are conducive to democracy.

Over the past two decades we have heard an historically unprecedented volume of talk about and praise of democracy, and many governmental, non-governmental, and international organizations have been engaged in democracy promotion. Democracy is a subject that crosses the boundaries in political science, and within my own field of political theory there has been a major revival of democratic theory. In political theory, argument about “democracy” is usually now qualified by one of an array of adjectives, which include cosmopolitan, agonistic, republican, and monitory. But the new form that has been by far the most successful is deliberative democracy. By 2007 John Dryzek could write that “deliberative democracy now constitutes the most active area of political theory in its entirety (not just democratic theory).” Not only is there an extremely large and rapidly growing literature, both theoretical and empirical, on deliberative democracy, but its influence has spread far outside universities.

In the wake of the Cold War, democracy has gained the status of a mantra. Yet there is no consensus about how to conceptualize and measure regimes such that meaningful comparisons can be made through time and across countries. In this prescriptive article, we argue for a new approach to conceptualization and measurement. We first review some of the weaknesses among traditional approaches. We then lay out our approach, which may be characterized as historical,multidimensional,disaggregated, and transparent. We end by reviewing some of the payoffs such an approach might bring to the study of democracy.

We restate and clarify the idea of the “cartel party,” a concept that has found considerable traction in studies of parties throughout the democratic world, including those far from the original research site and data on which the cartel model was based. The cartel party thesis holds that political parties increasingly function like cartels, employing the resources of the state to limit political competition and ensure their own electoral success. The thesis has been subject to varied empirical testing and to substantial theoretical evaluation and criticism. Against this background, we look again at the cartel party thesis in order to clarify ambiguities in and misinterpretations of the original argument. We also suggest further refinements, specifications and extensions of the argument. Following a background review of the original thesis, we break it down into its core components, and then clarify the terms in which it makes sense to speak of cartelization and collusion. We then go on to explore some of the implications of the thesis for our understanding of contemporary democracies and patterns of party organization and party competition and we identify a possible agenda for future research in party scholarship.

We propose a theory of political parties in which interest groups and activists are the key actors, and coalitions of groups develop common agendas and screen candidates for party nominations based on loyalty to their agendas. This theoretical stance contrasts with currently dominant theories, which view parties as controlled by election-minded politicians. The difference is normatively important because parties dominated by interest groups and activists are less responsive to voter preferences, even to the point of taking advantage of lapses in voter attention to politics. Our view is consistent with evidence from the formation of national parties in the 1790s, party position change on civil rights and abortion, patterns of polarization in Congress, policy design and nominations for state legislatures, Congress, and the presidency.

Growing up taking survival for granted makes people more open to new ideas and more tolerant of outgroups. Insecurity has the opposite effect, stimulating an Authoritarian Reflex in which people close ranks behind strong leaders, with strong in-group solidarity, rejection of outsiders, and rigid conformity to group norms. The 35 years of exceptional security experienced by developed democracies after WWII brought pervasive cultural changes, including the rise of Green parties and the spread of democracy. During the past 35 years, economic growth continued, but virtually all of the gains went to those at the top; the less-educated experienced declining existential security, fueling support for Populist Authoritarian phenomena such as Brexit, France’s National Front and Trump’s takeover of the Republican party. This raises two questions: (1) “What motivates people to support Populist Authoritarian movements?” And (2) “Why is the populist authoritarian vote so much higher now than it was several decades ago in high-income countries?” The two questions have different answers. Support for populist authoritarian parties is motivated by a backlash against cultural change. From the start, younger Postmaterialist birth cohorts supported environmentalist parties, while older, less secure cohorts supported authoritarian xenophobic parties, in an enduring intergenerational value clash. But for the past three decades, strong period effects have been working to increase support for xenophobic parties: economic gains have gone almost entirely to those at the top, while a large share of the population experienced declining real income and job security, along with a large influx of immigrants and refugees. Cultural backlash explains why given individuals support Populist Authoritarian movements. Declining existential security explains why support for these movements is greater now than it was thirty years ago.

Authoritarian rule in China is now permeated by a wide variety of deliberative practices. These practices combine authoritarian concentrations of power with deliberative influence, producing the apparent anomaly of authoritarian deliberation. Although deliberation is usually associated with democracy, they are distinct phenomena. Democracy involves the inclusion of individuals in matters that affect them through distributions of empowerments such as votes and rights. Deliberation is a mode of communication involving persuasion-based influence. Combinations of non-inclusive power and deliberative influence—authoritarian deliberation—are readily identifiable in China, probably reflecting failures of command authoritarianism under the conditions of complexity and pluralism produced by market-oriented development. The concept of authoritarian deliberation frames two possible trajectories of political development in China: the increasing use of deliberative practices stabilizes and strengthens authoritarian rule, or deliberative practices serve as a leading edge of democratization.

I discuss several conceptual problems raised by current understandings of political violence, especially as they pertain to actions, motivations, and identities in civil wars. Actions “on the ground” often turn out to be related to local and private conflicts rather than the war's driving (or “master”) cleavage. The disjunction between dynamics at the top and at the bottom undermines prevailing assumptions about civil wars, which are informed by two competing interpretive frames, most recently described as “greed and grievance.” Rather than posit a dichotomy between greed and grievance, I point to the interaction between political and private identities and actions. Civil wars are not binary conflicts, but complex and ambiguous processes that foster the “joint” action of local and supralocal actors, civilians, and armies, whose alliance results in violence that aggregates yet still reflects their diverse goals. It is the convergence of local motives and supralocal imperatives that endows civil wars with their particular and often puzzling character, straddling the divide between the political and the private, the collective and the individual.

In 2001 and 2003, the Bush administration engineered two enormous tax cuts primarily benefiting very wealthy taxpayers. Most Americans supported these tax cuts. I argue that they did so not because they were indifferent to economic inequality, but because they largely failed to connect inequality and public policy. Three out of every four people polled said that the difference in incomes between rich people and poor people has increased in the past 20 years, and most of them added that that is a bad thing—but most of those people still supported the regressive 2001 Bush tax cut and the even more regressive repeal of the estate tax. Several manifestly relevant considerations had negligible or seemingly perverse effects on these policy views, including assessments of the wastefulness of government spending and desires for additional spending on a variety of government programs. Support for the Bush tax cuts was strongly shaped by people's attitudes about their own tax burdens, but virtually unaffected by their attitudes about the tax burden of the rich—even in the case of the estate tax, which only affects the wealthiest one or two percent of taxpayers. Public opinion in this instance was ill informed, insensitive to some of the most important implications of the tax cuts, and largely disconnected from (or misconnected to) a variety of relevant values and material interests.Larry M. In countries where citizens have strong grievances against the regime, attempts to address these grievances in the course of daily life are likely to entail high costs coupled with very low chances of success in any meaningful sense; consequently, most citizens will choose not to challenge the regime, thus reflecting the now well-known collective action problem. When a regime commits electoral fraud, however, an individual's calculus regarding whether to participate in a protest against the regime can be changed significantly. This argument yields important implications for how we interpret the wave of “colored revolutions” that swept through Serbia, Georgia, Ukraine, and Kyrgyzstan in the first half of this decade. Applying the collective action framework to the colored revolutions also yields a parsimonious contribution to the political science literature on social protest: electoral fraud can be a remarkably useful tool for solving the collective action problems faced by citizens in countries where governments are not, to use Barry Weingast's language, appropriately restrained by the populace. While modest, such an observation actually can speak to a wide-ranging number of questions in the literature, including why people choose to protest when they do, how protests at one place and time can affect the likelihood for future protests, and new aspects of the relationship between elections and protest.Joshua A. We use data from the Luxembourg Income Study to examine household market inequality, redistribution, and the relationship between market inequality and redistribution in affluent OECD countries in the 1980s and 1990s. We observe sizeable increases in market household inequality in most countries. This development appears to have been driven largely, though not exclusively, by changes in employment: in countries with better employment performance, low-earning households benefited relative to high-earning ones; in nations with poor employment performance, low-earning households fared worse. In contrast to widespread rhetoric about the decline of the welfare state, redistribution increased in most countries during this period, as existing social-welfare programs compensated for the rise in market inequality. They did so in proportion to the degree of increase in inequality, producing a very strong positive association between changes in market inequality and changes in redistribution. It is important to know what wealthy Americans seek from politics and how (if at all) their policy preferences differ from those of other citizens. There can be little doubt that the wealthy exert more political influence than the less affluent do. If they tend to get their way in some areas of public policy, and if they have policy preferences that differ significantly from those of most Americans, the results could be troubling for democratic policy making. Recent evidence indicates that “affluent” Americans in the top fifth of the income distribution are socially more liberal but economically more conservative than others. But until now there has been little systematic evidence about the truly wealthy, such as the top 1 percent. We report the results of a pilot study of the political views and activities of the top 1 percent or so of US wealth-holders. We find that they are extremely active politically and that they are much more conservative than the American public as a whole with respect to important policies concerning taxation, economic regulation, and especially social welfare programs. Variation within this wealthy group suggests that the top one-tenth of 1 percent of wealth-holders (people with $40 million or more in net worth) may tend to hold still more conservative views that are even more distinct from those of the general public. We suggest that these distinctive policy preferences may help account for why certain public policies in the United States appear to deviate from what the majority of US citizens wants the government to do. If this is so, it raises serious issues for democratic theory.
