Based on research in Kazakhstani and Russian archives, this article is a regional study of the 1931–1933 Soviet famine. It compares Soviet policies in the southern and northern “halves” of the Aral Sea region. While the Kazaks in the northern part of the region suffered from the famine, the Karakalpaks in the south did not. The article explains this difference by underscoring the role of the main transportation infrastructure connecting Central Asia to Russia, the Orenburg-Tashkent railway. The railway crossed the northern, Kazak, part of the Aral Sea region and made massive livestock and grain procurements possible, while the absence of any reliable transportation route connecting Karakalpakstan to Soviet industrial centers contributed to shielding the Karakalpaks from the famine. The article also investigates the consequences of the famine for the Aral Sea fishing economy. The famine led to the inversion of the relative economic importance of the northern and southern parts of the sea: if before the famine fishing was concentrated in the former, after the famine it had shifted to the latter. Finally, the article situates the administrative detachment of Karakalpakstan from Kazakstan in 1930 within the context of Stalinist economic policies in Central Asia.

Bosnia Herzegovina is a consociational democracy grounded on three ethnic constituencies. The postwar implementation of power-sharing mechanisms ended to favor ethnocracy and ethnopolitics, eventually compromising an inclusive democracy untied from ethnonational issues. This contribution explores the positive potential held by political parties and ordinary citizens “nonaligned” with the ethnopolitical scaffolding—therefore and consequently not explicitly included in the power-sharing system—because they hold and promote “alternative,” civic, and nonethnic forms of identification. Drawing upon interviews performed in Sarajevo, this article argues that citizens’ political disappointment and dissatisfaction are among the reasons contributing to the existence of a small, yet potentially critical, mass of citizens able to help adjusting an ethnically exclusive model of democracy.

How, amidst a crisis of sovereignty and identity, did once-rejected national symbols become meaningful to Kosovo’s Albanians? Having declared independence in 2008, a 2014 study found that less than one-third of Kosovo’s citizens identified with their newly adopted state symbols. As meanings are always shifting, depending on the contexts in which their forms appear and the actors involved, theories of social construction have focused on the representational aspects of meaning-making: the ways in which the forms stabilize (or destabilize) the constructs they depict. Instead of focusing on the representational—the determinable, measurable, and rational aspects, this article investigates the discursive mechanisms that mobilize meanings and configure contexts, extending Robin Wagner-Pacifici’s alternative theory of events. Through discourse and semiotic analysis, it tracks Kosovo’s new flag and anthem through the construction, crisis, and transformation of three social realities: political independence, national identity, and the world of international competitive judo, illuminating how changing meanings change, shifting contexts shift, and how to interpret actors’ fleeting emotions. In the Kosovo case, the construction is the crisis, as well as the change.

In this article, we explore the role of the early 20th-century Armenian genocide and the unresolved Karabakh conflict of the 1990s in identity shaping among the new generation of Armenian diaspora—those who grew up after the establishment of the independent Armenian state in 1991. We draw on original interviews with diasporic youth in France, the United Kingdom, and Russia—diasporas that were largely built in the aftermath of the genocide and the Karabakh war. Diaspora youth relate to these events through transmitted collective memories, but also reconnect with the distant homeland’s past and present in new ways as they engage with new possibilities of transnational digital communication and mobility. Their experiences of identity shed light on how the new generation of diasporic Armenians defines itself in relation to the past; how this past is (re)made present in their interpretations of the Karabakh conflict and in everyday behaviors; and how diasporic youth experience the dilemmas of “moving on” from traumatic narratives that for a long time have been seen as foundational to their identity.

As part of the collective work “Inconvenient Realities: Parastates, between Statehood and Frozen Conflict,” this article discusses today’s status of Azawad, a relatively remote parastate occupying the territories of northern Mali, currently entrapped in a low intensity conflict involving non-state actors, local security forces, and external interveners. By retracing the history and the development of Azawad, the article identifies the different and partly contrasting socio-economic and ethnic elements at the basis of Azawadian parastatehood, and it charts the dialectical process of co-construction, which have shaped and inextricably linked together the Azawad and the Malian state. Moreover, it underlines the complex and evolving relations existing between “nationalist” Tuareg rebels and jihadist groups, with the aim to problematize the classical distinction between secessionist and terrorist parastates. By showing the connections between parastatehood, hybrid governance, patronage politics, and statelessness characterizing the situation in the Azawad, the article claims that the current condition of stalled conflict represents a temporary and unstable arrangement, which is paving the way for further parastatehood projects to arise.

In managing ethno-cultural diversity, several countries in Central and Eastern Europe refer to the notion of nonterritorial/cultural autonomy in their legislation and policies, and in some of them, namely Croatia, Estonia, Hungary, Serbia, and Slovenia, registered minority voters are granted the right to create their own representational, consultative, or decision-making bodies by direct or indirect elections. While a growing body of literature has examined the functioning of these elected minority councils/self-governments at various levels, numerous features of their elections have not been addressed. Elections, commonly understood as formal group decision-making processes, may fulfill various functions both in theory and practice, and these are highly context-dependent. In this regard, little is known about the role played by minority elections in intra-community relations, and whether and how these elections can contribute to increasing legitimacy and accountability and strengthening the political weight and influence of the respective minority groups. This article seeks to address these issues. Written from a theoretical perspective, but based on electoral statistics and country experiences, it comparatively explores the main issues related to the special minority elections in the five countries of analysis and assesses whether they can be considered successful forms of diversity management.

One of the distinct characteristics of the 1932–1933 famine is that between 65 and 80 percent of all famine-related deaths (direct losses) in rural areas of Soviet Ukraine (UkrSSR) and its oblasts and some regions of the Russian Soviet Federative Socialist Republic (RSFSR) occurred during the first six or seven months of 1933, and that in all oblasts of UkrSSR and some regions of RSFSR the number of famine losses increased by a factor of six to 15 between January and June–July of 1933. The historical explanation of this sudden explosion of deaths is critically examined, and a more comprehensive explanation is proposed. We show that the regional variations in these increases in losses are correlated with four factors: extensive household searches for grain with all food taken away in many instances, closing of inter-republic borders and limitation of internal travel by peasants, resistance to collectivization and grain requisitions and repressions, and the “nationality factor.” Analysis of the monthly dynamics of rural losses during the first half of 1933 suggests a possible independent confirmation of the hypothesis that during the searches for “hidden” or “stolen” grain, all food was taken away in many households.

During Vladimir Putin’s third presidential term, the Russian government and media’s rhetorical embrace of illiberalism, patriotism, and chauvinism was accompanied and partly facilitated by the invocation of historical precedent and “correct” historical understanding. Politicians stressed the importance of a shared historical memory to Russian national identity, rendering the interpretation of history a question of patriotism. The government and state-supportive media then used “patriotic” historical memories to legitimize government policies. Through framing analysis of three significant episodes—namely, the Ukraine Crisis, imposition of sanctions, and Russian intervention in Syria—I outline how the government and state-supportive media conflated these events with supposed historical precedents. This conflation made “patriotic” (or government-approved) history an everyday topic of discussion, but it also confused supporting government policy with celebrating historical triumph (or condemning historical tragedy). In this way, the government co-opted the emotional power of the history they invoked for the purposes of legitimizing their policies. This was compounded by the government and state-supportive media using and citing images and descriptions of ordinary people performing their patriotism in a manner that simultaneously demonstrated awareness of Russian history and support for the government.

Russia’s institutions on nonterritorial cultural autonomy (NTCA) can be broadly situated within the country’s political community, in the sense that they—for the most part—recognize the government’s rules of engagement and its role as decision maker, leading to overarching consensus and pursuit of shared objectives. At the same time, they remain at the periphery of the political community. This article outlines the reasons for NTCA institutions’ peripherality and limited influence upon Russia’s minority policies. Such reasons are linked to external factors—Russia’s undemocratic political system—but also to conditions intrinsic to NTCA institutions themselves—forms of passivity and (non)participation, and blurred boundaries between NTCA institutions and state actors. The interaction of such factors generates the noted prevailing consensus between NTCA institutions and the Russian state. Interview data further reveal that representatives of NTCA institutions are far from monolithic: the said external and internal factors affect them in different ways, resulting in variations in forms of consensus and cooperation with state actors. This, in turn, allows for multiple interpretative frameworks of state–civil society coexistence in the sphere of Russia’s diversity management.

International football is a field for national identity performances in which narratives of national belonging are articulated. Games of belonging capture discourses on and debates over national belonging. Up-and-coming national football team diversity, and its public promotion, was expected to facilitate boundary blurring in the politics of belonging; however, it caused highly contentious debates revolving around the question of who belongs to Germany and Turkey and who does not. For this reason, we ask how (ethnoculturally) diverse national football teams challenge established narratives of national belonging and, thereby, trigger debates over national belonging across time and space. We compared the media discourse on national team diversity in Germany and Turkey with a special focus on players who disrupt conceptions of ethnic and cultural homogeneity, namely Mesut Özil and Nuri Şahin. Our study illustrates that upcoming international football events constitute games of belonging. Actors from the media, football associations, and politics largely demanded unilateral national belonging from the disrupters, Özil and Şahin. Both players’ reactions, however, draw on conceptions of (trans-)national belonging which challenge and conflict with established narratives of (ethno-)national belonging.

This article covers the preconditions, causes, and consequences of the famine of 1921–1923 and of the Holodomor of 1932–1933. Significant attention is paid to the geography and scale of the famine. For the first time in the historiography of the famine of 1921–1923, a thorough assessment is conducted of the demographic loss of population for Ukraine as a whole, seven oblasts, and the Moldova Autonomous Soviet Socialist Republic (ASSR). A comparative analysis of the research results of the 1921–1923 famine and the Holodomor of 1932–1933 is presented. The discussion consists of three parts. The first part addresses the famine of 1921–1923. It examines the historico-political and economic context of the famine, its scale, and its uneven effect on different parts of the country. Special attention is paid to the sanitary-epidemiological situation which was closely tied to the famine itself. The second part is devoted to the Holodomor of 1932–1933. A comparative analysis of losses during the famines of 1921–1923 and 1932–1933 is presented in the third part.

This article examines the first published ethnographic map of Ukraine, which appeared in Lviv in 1861. While carefully analyzing new archival and published sources from both the Habsburg and Romanov empires, it puts this map into the wider context of a contemporary Ukrainian national movement. I argue that Russian Ukrainian activists of 1860s were unquestionably interested in the extent of Ukrainian national territory and had handwritten maps of Ukrainian national territory in their possession. Contrary to the conventional narratives that the 1861 map was drawn in Lviv by Mykhailo Kossak, I argue instead that the map could have been produced by the Russian Ukrainian activist, Mykhailo Levchenko, and was later transferred to Galicia for publication. Stipulating the need to account for sources from both the Romanov and Habsburg empires—studying both cartographic and textual sources—I argue that similar studies should necessarily be located at the juncture of history of cartography and the intellectual history of mental mapping. Only such approach will provide an undistorted picture of a process of national territorialization.

This article examines a category of parastatates that has been largely neglected; the terrorist parastate. The main aim of the article is to fill this gap by scrutinizing the case of the Islamic State (IS), an organization that could be considered as the epitome of a terrorist parastate. Before the collapse of its territorial strategy in 2019, the group had targeted a significant number of states through terrorist attacks, while simultaneously controlling large swathes of territory and developing state-like institutions. During its buoyant period, IS called itself a state (Dawla), it viewed itself as a state (accomplishing a religious obligation), and perhaps more significantly, it was often perceived as a state by its enemies. The article will discuss the future prospects for the Islamic State after the collapse of its territorial/statehood strategy. After conceptualizing the nature of the terrorist parastate, the article will venture into comparative uncharted territory through an examination of the terrorist parastate vis-Á-vis its ordinary secessionist counterparts. One of the chief dissimilarities is the fact that IS, and terrorist parastates in general, tend to be less durable projects than secessionist parastates because they lack international sponsorship and they are more susceptible to foreign military interventions.

This article studies the famine of 1921–1922 and 1932–1933 in the Southern Russian regions. Famine as a socio-historical phenomenon is considered in the context of the relationship of state power, the Cossacks, and the Church. The authors reveal the general and special features of the famine emergence and analyze the differences in the state policies of 1921–1922 and 1932–1933. Considerable attention is paid to the survival strategies of the Don, Kuban and Terek populations. Slaughtering and eating draft animals, transfer from the state places of work to the private campaigns and cooperatives, moving to shores and banks, and eating river and sea food became widespread methods of overcoming famine. Asocial survival strategies included cannibalism, abuse of powers, bribery, and more. In 1921–1922, the Russian Orthodox Church fought actively against the famine. In 1932–1933, the Church was weakened and could not provide significant assistance to the starving population. The article was written based on declassified documents from the state and departmental archives, including criminal investigations and analytical materials of the Obedinjonnoe gosudarstvennoe politicheskoe upravlenie [Joint State Political Directorate] (OGPU) recording the attitudes of minds. Also used are personal stories—namely, interviews with eyewitnesses of the famine of 1932–1933, recorded by the Kuban folklorists in the territory of the Krasnodar and Stavropol Krai.

This article focuses on the approaches and challenges to Kurdish autonomy in Iraq, Syria, and Turkey. Accommodation of Kurdish rights via autonomy arrangements has a long history as an idea but negotiating actual autonomy agreements was often a fruitless task. However, the weakening of state power in Iraq since 1991 and in Syria since 2011 has created opportunities for Kurdish movements in these states to develop and consolidate their autonomous administrations. Consequently, in recent years, the debate on Kurdish autonomy in the Middle East has taken center stage in the regional political discourse. This article first discusses the literature on approaches to autonomy to set out the main models and assess their strengths and weaknesses. It then provides accounts of the models of autonomy that are either practiced or proposed by Kurdish actors or entities in Iraq, Turkey, and Syria. The final section assesses the ability and suitability of the proposed or practiced models for the accommodation of Kurdish rights and demands and develops insights into how the current difficulties preventing the accommodation of Kurdish rights in the Middle East may be overcome.

The article dwells upon the use of the symbol of the “Motherland” in the legitimation and delegitimation of power. The Motherland symbolizes the matters that are essential for legitimacy-seeking: the unity of Russia, its territory and sacredness of its borders, the most important events of its history, the “authentic Russianness,” and multi-ethnic peace in the country. The author argues that the Motherland serves as an important factor of the legitimation of power in contemporary Russia, which allows the authorities to have high popularity both in domestic and foreign policies. This symbol is also actively exploited by the opposition; one mode of the delegitimation of power through using the symbol of Motherland (the “populist” mode) implies the symbolic struggle for possessing this symbol, or for the right to speak on behalf of the Motherland, while another one (the “liberal” mode) implies the desacralization of the “Motherland” and deconstruction of the practices of employing the symbol by the authorities.

Analyzing the newly emerged Trianon cult, this article argues that the current wave of memory politics became the engine of new forms of nationalism in Hungary constituted by extremist and moderate right-wing civic and political actors. Following social anthropologists Gingrich and Banks, the term neonationalism will be applied and linked with the concept “mythomoteur” of John Armstrong and Anthony D. Smith, emphasizing the role of preexisting ethno-symbolic resources or mythomoteurs in the resurgence of nationalism. Special attention will be given to elites who play a major role in constructing new discourses of the nation and seek to control collective memories, taking their diverse intentions, agendas, and strategies specifically into consideration. This “view from above” will be complemented with a “view from below” by investigating the meanings that audiences give to and the uses they make of these memories. Thus, the analysis has three dimensions: it starts with the analysis of symbols, topics, and arguments applied by public Trianon discourses; it continues with the analysis of everyday perceptions, memory, and identity concerns; and finally ends with an anthropological interpretation of memory politics regarding a new form of nationalism arising in the context of propelling and mainstreaming populist right-wing politics. The main argument of this article is that although the Hungarian Trianon cult, identified as national mythomoteur, invokes a historical trauma, it rather speaks to current feelings of loss and disenfranchisement, offering symbolic compensation through the transference of historical glory, pride, and self-esteem within a mythological framework. This article is part of a larger effort to understand the cultural logic and social support of new forms of nationalism in Hungary propelled by the populist far right.

The Ottoman-Turkish historiography has been largely concerned with the economic nationalism of the Committee of Union and Progress (CUP), which consisted of four doctrines: elimination of foreign dominance on the Ottoman economy, removal of non-Muslims from the economic sphere, creation of a Turkish/Muslim bourgeoisie, and rapid industrialization. Through its focus on the economic activities of the Society for the Ottoman Navy, a CUP-affiliated charitable organization with enormous economic power, the present study investigates how the economic policies of the period can be regarded as a practice of economic nationalism. Based on archival material and in dialogue with secondary sources, this article argues that although the Unionist leadership and intelligentsia employed the language of economic nationalism, the operation of the economy in practice was considerably different from its rhetoric. War conditions, the lack of indigenous capital accumulation, and relations of the Ottoman Empire with foreign powers heavily shaped the implementation of the economic nationalism of the CUP.
