This article approaches the puzzle of how parties can strategically anticipate coalition formation and make themselves more attractive coalition partners in their electoral strategies. It argues that parties can strategically adjust the salience of issues that are secondary to them in pursuit of increased ‘coalitionability’. It tests the argument through analysis of the salience of secondary policy dimensions of up to 232 European parties between 1970 and 2019, finding evidence that parties adjust the levels of salience of their secondary dimension in response to the probability of their being included in a coalition government and their distance from the coalition in which they are most likely to be included.

Political participation and party attachment in Western democracies have become more and more volatile. In turn, political campaigns seem increasingly dependent on short-term discursive windows of opportunity opened by dynamic debates on issues such as migration, climate, employment and economic policies. Based on panel data from nine European countries, we investigate how patterns and changes in the materialist and postmaterialist concerns of respondents affect electoral turnout and party switching. By relating these variables, we aim to uncover whether and to what extent underlying concerns – and thus short-term politicization – account for short-term patterns of electoral volatility. We pay special attention to young respondents, who are often framed as being particularly dynamic and less bound to traditional political loyalties. Our findings offer insights into short-term change in discursive opportunities for political mobilization and broader democratic engagement.

Why do some authoritarian states adopt more restrictive immigration policies than others? Much of the existing literature focuses on the politics of immigration in democracies, despite the presence of large-scale immigration to autocracies. In this article, I argue that the level of electoral competition can be a key factor in immigration policymaking in electoral autocracies. Autocrats who face high levels of electoral competition tend to impose immigration restrictions as a way of mobilizing anti-outgroup sentiment and boosting their own popularity. I test this hypothesis by conducting comparative case studies on Russia and Kazakhstan, both of which are major immigrant-receiving autocracies. Based on the analysis of original data gathered from 11 months of fieldwork in the two countries, I find that the relatively high level of electoral competition in Russia in the 2010s facilitated increased immigration restrictions, while Kazakhstan depoliticized labour immigrants and enacted a de facto open immigration policy in the absence of electoral competition.

COVID-19 shocked the world and provided a particular challenge for populist radical right (PRR) forces. We lay out three research questions that this special issue addresses through case studies of the PRR in government in Brazil, Hungary, Turkey and the US and in opposition in France, Italy, Germany and Spain: (1) How have PRR actors responded to the pandemic? (2) How have PRR actors framed the politics of the pandemic? and (3) What have been the effects of the pandemic on the popularity of the PRR? We explain the case selection of this special issue and summarize the main findings of the eight case studies, which show that the pandemic did not severely damage the PRR and that they had very different responses to the challenge. This reinforces the idea that the PRR is not ephemeral but is rather the by-product of structural transformations of contemporary societies and is here for the foreseeable future.

During their early political socialization young people start to recognize their agency as political actors and to develop their political identity. This article presents the findings of a comparative study across different types of youth activism in two cities, Athens and Cologne, which differ in their youth cultures of participation and the opportunities they provide to mobilize. Our data derive from in-depth qualitative interviewing, which is considered to be most fruitful for the exploration of the reasons behind activists' trajectories. We identified three groups of influences: micro-, meso- and macro-level influences, with micro-level influences being most visible in the path of social movement-related activism, meso-level influences being dominant in the path of partisan activism, and macro-level influences prevailing in grassroots activism. Finally, the implications of the differential impact of the studied socio-spatial contexts are critically discussed.

This special collection is devoted to cabinet reshuffles, which are understood as personnel-related changes within the lifetime of a cabinet. Scholars agree that cabinet reshuffles matter in many respects. To begin, they may shape intra-governmental relations, by either intensifying or helping solve cabinet conflicts. Further, they are important instruments for party leaders to promote or demote party representatives, with far-reaching possible consequences for the party and beyond. Last but not least, reshuffles may be used to increase governmental efficiency and often trigger policy change. The ever-increasing personalization of politics has fuelled the public interest in any ministerial personnel-related issues, and turned cabinet reshuffles into events of undisputed political and scholarly relevance. Despite the apparent importance and ubiquity of reshuffles, the international literature displays at least two major flaws: first, a lack of systematic comparison across countries and regimes and second, a strong notional and empirical bias towards Westminster democracies. This collection seeks to overcome these weaknesses and their limiting effects on the knowledge and understanding of key aspects of executive politics and executive–legislative relations. With that aim, it gathers novel comparative research on the different types, causes and effects of cabinet reshuffles in a variety of democratic and authoritarian systems. The theoretical approaches and empirical findings of the six articles featured mark a major contribution to the scholarship on political executives and executive elites in the contemporary world. This introductory piece offers a succinct historical overview of cabinet reshuffles in different contexts, and the study thereof.

Personal relations and networks have long been argued to dominate African politics. Since personal power is difficult to measure, much of the literature has remained either anecdotal or has used ethnicity to approximate power distributions. This article is proposing a social network approach to the analysis of personal power in legislatures and cabinets in three cases: Ghana, Togo and Gabon. We combine survey data on parliamentary discussion networks with a new data set on cabinet appointments. We find that power accumulation in one institution correlates with power accumulation in the other in all three countries, irrespective of the level of democracy: individuals build up a unique power base to advance their careers. We also find differences between the modes of power accumulation and elite integration across our cases. Our findings could stimulate new debates on personal power, regime survival and elite reproduction across different regimes.

Given the academic and media salience of democracy and its measurement, in this contribution we take a closer look at the various existing datasets. For this purpose, in the first two sections we look at democratic conceptualization and measurement, and then focus on the most used datasets on democracy and assess them against the conceptual criteria illustrated in the first section. The third section focuses on the notion of quality of democracy and how it has advanced the understanding of contemporary democracies. The subsequent section illustrates changes in democratic scoring in European countries over the past 15 years. Our results show that democracy has not become more robust in European countries: on the contrary, several countries witnessed significant democratic deterioration. Furthermore, we show that – with the exception of Polity – the indexes analysed are highly correlated and therefore could be equally useful for an ongoing analysis of European democracies.

This article examines how challenger parties enter the political arena and the effect of this entry by looking at the Italian 5 Star Movement (Movimento 5 Stelle – M5S). We explain the M5S's entry strategy in 2013 using the spatial approach to party competition and employing expert survey data collected for each national election between 2008 and 2018. These data allow us to analyse the changing spatial configuration of Italian politics due to the increasing salience of pro/anti-EU and pro/anti-immigration dimensions. We then apply the theoretical notion of the uncovered set (UCS) to trace how the M5S's entry reshaped the overall space of party competition, causing a realignment of existing parties. This work contributes to the ongoing debate on the electoral success of challenger parties and the emerging cleavages and polarization of party systems in Western European countries.

The effects of repression on dissent are debated widely. We contribute to the debate by developing an agent-based model grounded in ethnographic interviews with dissidents. Building on new psychology research, the model integrates emotions as a dynamic context of dissent. The model moreover differentiates between four repression types: violence, street blockages, curfews and Facebook cuts. The simulations identify short-term dampening effects of each repression type, with a maximum effect related to non-violent forms of repression. The simulations also show long-term spurring effects, which are most strongly associated with state violence. In addition, the simulations identify nonlinear short-term spurring effects of state violence on early stage dissent. Such effects are not observed for the remaining repressive measures. Contrasting with arguments that violence deters dissent, this suggests that violence may fuel dissent, while non-violent repression might suppress it.

Intended to combine the best of two worlds – the ability to estimate causal effects and to generalize to a wider population – survey experiments are increasingly used as a method of data collection in politics and international relations. This article examines their popularity over the past decades in social science research, discusses the core logic of survey experiments, and reviews the method against the principles of the total survey error paradigm.

Beyond the observation of official positions and incorporating the ‘Latent Power Structure’ (LPS), this article offers a broadened view of the organization of democratic governments. We define the LPS as a set of former officials, parliamentary and party members, and business directors who are closely related to government members, since they have recruited one or more of them for certain positions in the past. Applied to a Social Network Analysis of two Spanish governments, the LPS reveals a more concentrated structure of power with a far greater range of resources. The LPS analysis shows that governments rely on certain influential organizations in the social structure, to a greater extent than might initially be believed. This finding indicates the existence of government structures that represent a greater risk to democratic representation, and provides evidence for understanding how the state and other critical institutions are related in the social structure.

This article examines variation in early childhood education and care (ECEC) expansion in four ‘latecomer’ reformers: Germany, England, South Korea and Japan. Taking a comparative approach through an analysis of policy documents, it focuses on the role of ideas as coalition magnets in explaining the more extensive and sustained policy shifts in Germany and Korea, in contrast to the more limited and fragmented reforms in England and Japan. As the comparative literature struggles to explain variation in ECEC expansion, this focus on ideas provides a significant contribution, highlighting why ECEC reform became supported by a broad cross-class coalition in Germany and Korea but not in England or Japan. The theoretical contribution argues that coalition magnets are formed when the polysemic potential of a policy is drawn out by key actors strategically linking it to several problem definitions, which can appeal to diverse political actors and forge lasting consensus for reform.

Although populist figures are often thought to thrive during crises that allow them to ‘perform’ decisive leadership, the US experience under Donald Trump during the COVID-19 crisis demonstrates that the opposite may sometimes occur. Despite its scientific and medical prowess, the US suffered more coronavirus cases and deaths than any other country in the world during the first year of the pandemic, and this abysmal performance was largely attributable to a failure of government. Fixated on the pandemic's economic effects and its potential political fallout, the Trump administration's framing of the crisis tried to minimize the public health emergency, externalize blame through a focus on the Chinese scapegoat and accuse the media and Democrats of hyping the pandemic to undermine Trump's presidency. In responding to the pandemic, Trump and his allies cast doubt on scientific and medical expertise that called for more aggressive testing, mask wearing and social-distancing measures. Trump delegated responsibility for crisis management to subnational governments and the private sector, and he politicized their efforts to regulate social behaviour in the public interest, intensifying partisan polarization.

Presidents and prime ministers who form gender-parity cabinets receive positive news coverage and public praise. Cabinet reshuffles, with less attention, may offer scope to decrease the numbers of female ministers. Although research on the gendered impact of reshuffles is sparse, some studies suggest that women's presence declines during reshuffles. This article explores the gendered dynamics of reshuffles that follow initial gender-parity cabinets, asking whether the reshuffle context affects the proportions of men and women in reorganized cabinet teams. Employing a comparative case study approach, the article analyses initial gender-parity cabinets and subsequent reshuffled cabinets in France and Spain across three different presidents and prime ministers. We find that gender parity functions as a concrete floor, sustained in cabinet reshuffles, unaffected by political shocks and party system changes, and without consequence for women's appointments to high-prestige ministerships.

What explains variation in the inclusion of women in authoritarian cabinets? We theorize that leaders of electoral autocracies are affected by changing international norms of democracy and women's rights to appoint women ministers. We propose two hypotheses. First, increasing dependence on aid from democratic donors encourages leaders of electoral autocracies to appoint more women ministers. Second, electoral autocrats uprooting democratic traits appoint more women ministers to minimize the reputational costs of their autocratization. Using data from authoritarian regimes in 38 African countries between 1973 and 2013, we find that increases in aid from democracies are associated with modest increases in women's share of cabinet seats. As our theory suggests, this relationship holds only in electoral autocracies in more recent years when norms of gender equality have been strongest. Conversely, we find no evidence that autocratization periods are associated with increases in women's cabinet share. Additionally, we show that supply-side factors and the politics of multi-ethnic coalition building appear to explain differences in women's cabinet seat share in autocracies.

How do right-wing populist leaders address a public health crisis? This article addresses the evolution of right-wing populist leaders' communication tone and style during the COVID-19 pandemic. By analysing the Twitter accounts of Boris Johnson, Donald Trump and Narendra Modi, we explore how right-wing populist leaders control the portrayal of a health crisis from above, shift blame and consolidate support. We argue that while all three leaders initially downplay the pandemic, once they acknowledge the severity of the crisis, they vary in the extent to which they give importance to the coronavirus and shift blame. While Trump uses Twitter to praise himself and his policies, and to polarize the electorate, Modi and Johnson employ Twitter to inform the public and deliver solidarity messages. The frequency of Twitter use and the tone of the language leaders employ depend on the domestic context of that country. Our findings contribute to the scholarship on populist communication.

The first year of COVID-19 confirmed the standing of the populist radical right in Italy. While sitting in opposition at the national level, Giorgia Meloni's Brothers of Italy and Matteo Salvini's League shared common criticism of the Conte II government but experienced diverging trajectories in terms of popularity. The first had enjoyed growing support since the 2018 general election, whereas the second lost out after leaving the government coalition in 2019. These changes can be partly attributed to the different agency of their leaderships. Looking at the League's performance at the helm of key regions affected by the pandemic, moreover, its governors elaborated different responses to the crisis, which ostensibly reflect the varying allegiances and visions animating the internal life of the party. Overall and collectively considered, the Italian populist radical right broke even during the first year of COVID-19, but the crisis exposed the first cracks in Salvini's leadership.

The power-sharing literature lacks a review that synthesizes its findings, despite spanning over 50 years since Arend Lijphart published his seminal 1969 article ‘Consociational Democracy’. This review article contributes to the literature by introducing and analysing an original dataset, the Power Sharing Articles Dataset, which extracts data on 23 variables from 373 academic articles published between 1969 and 2018. The power-sharing literature, our analysis shows, has witnessed a boom in publications in the last two decades, more than the average publication rate in the social sciences. This review offers a synthesis of how power sharing is theorized, operationalized and studied. We demonstrate that power sharing has generally positive effects, regardless of institutional set-up, post-conflict transitional character and world region. Furthermore, we highlight structural factors that are mostly associated with the success of power sharing. Finally, the review develops a research agenda to guide future scholarly work on power sharing.

This article contributes to the comparative literatures on varieties of financial capitalism, economic nationalism and bank resolution with a focus on Spain and Italy's management of bank insolvency and resolution between 2008 and 2018. Both countries' alternative banks faced enormous challenges through prolonged economic decline and declining loan repayments, both turned to depositors to become investors in lieu of attracting arm's-length investors to inject capital, and both had strong connections with local political authorities that resisted bank reform. But Spanish banks were restructured successfully in accordance with EU law while local government ties complicated Italian resolutions. We explain this outcome through two factors: state strength buttressed by outside assistance from the European Stability Mechanism; and strong international marketization, which enhanced the drive to restructure quickly. Spain's decision to ask for loans from the European Stability Mechanism to help restructure its heavily marketized savings banks allowed it to finish reforms after 2012.
