At the beginning of the 21st century, major new political challenges have arisen at the same time as some of the most enduring dilemmas of political association remain unresolved. The collapse of communism and the end of the Cold War reflect a victory for democratic and liberal values, yet in many of the western countries that nurtured those values there are severe problems of urban decay, class and racial conflict, and failing political legitimacy. Enduring global injustice and inequality seem compounded by environmental problems, disease, the oppression of women, racial, ethnic and religious minorities, and the relentless growth of the world's population. In such circumstances, the need for creative thinking about the fundamentals of human political association is manifest. This series in contemporary political theory is intended to foster such systematic normative reflection. The series proceeds in the belief that the time is ripe for a reassertion of the importance of problem-driven political theory. It is concerned, that is, with works that are motivated by the impulse to understand, to think critically about and address problems in the world, rather than issues that are thrown up primarily in academic debate.

The Ethics of Multiple Citizenship

  • Citizenship is no longer an exclusive relationship. Many people today are citizens of multiple countries, whether by birth, naturalization, or even through monetary means, with schemes fast-tracking citizenship applications from foreigners making large investments in the state. Moral problems surround each of those ways of acquiring a second citizenship, while retaining one's original citizenship. Multiple citizenship can also have morally problematic consequences for the coherence of collective decisions, for the constitution of the demos, and for global inequality. The phenomenon of multiple citizenship and its ramifications remains understudied, despite its magnitude and political importance. In this innovative book, Ana Tanasoca explores these issues and shows how they could be avoided by unbundling the rights that currently come with citizenship and allocating them separately. It will appeal to scholars and students of normative political theory, citizenship, global justice, and migration in political science, law, and sociology.

Is Political Philosophy Impossible?

  • Political philosophy seems both impossible to do and impossible to avoid. Impossible to do, because we cannot agree on a single set of political principles. Impossible to avoid, because we're always living with some kind of political system, and thus some set of principles. So, if we can't do the philosophy, but can't escape the politics, what are we to do? Jonathan Floyd argues that the answer lies in political philosophy's deepest methodological commitments. First, he shows how political philosophy is practiced as a kind of 'thinking about thinking'. Second, he unpicks the different types of thought we think about, such as considered judgements, or intuitive responses to moral dilemmas, and assesses whether any are fit for purpose. Third, he offers an alternative approach - 'normative behaviourism' - which holds that rather than studying our thinking, we should study our behaviour. Perhaps, just sometimes, actions speak louder than thoughts.

  • Using the history of political thought and real-world political contexts, including South Africa and the recent global financial crisis, this book argues that power is integral to freedom. It demonstrates how freedom depends upon power, and contends that liberty for all citizens is best maintained if conceived as power through political representation. Against those who de-politicise freedom through a romantic conception of 'the people' and faith in supposedly independent judicial and political institutions, Lawrence Hamilton argues that real modern freedom can only be achieved through representative and participative mechanisms that limit domination and empower classes and groups who become disempowered in the conflicts that inevitably pervade politics. This is a sophisticated contribution to contemporary political theory that will be of interest to scholars and students of history, politics, philosophy, economics, sociology, development studies and Southern African studies.

Violence and Democracy

  • In this provocative book, John Keane calls for a fresh understanding of the vexed relationship between democracy and violence. Taking issue with the common sense view that 'human nature' is violent, Keane shows why mature democracies do not wage war upon each other, and why they are unusually sensitive to violence. He argues that we need to think more discriminatingly about the origins of violence, its consequences, its uses and remedies. He probes the disputed meanings of the term violence, and asks why violence is the greatest enemy of democracy, and why today's global 'triangle of violence' is tempting politicians to invoke undemocratic emergency powers. Throughout, Keane gives prominence to ethical questions, such as the circumstances in which violence can be justified, and argues that violent behaviour and means of violence can and should be 'democratised' - made publicly accountable to others, so encouraging efforts to erase surplus violence from the world.

Cosmopolitan Regard

  • Cosmopolitan theory suggests that we should shift our moral attention from the local to the global. Richard Vernon argues, however, that if we adopt cosmopolitan beliefs about justice we must re-examine our beliefs about political obligation. Far from undermining the demands of citizenship, cosmopolitanism implies more demanding political obligations than theories of the state have traditionally recognized. Using examples including humanitarian intervention, international criminal law, and international political economy, Vernon suggests we have a responsibility not to enhance risks facing other societies and to assist them when their own risk-taking has failed. The central arguments in Cosmopolitan Regard are that what we owe to other societies rests on the same basis as what we owe to our own, and that a theory of cosmopolitanism must connect the responsibilities of citizens beyond their own borders with their obligations to one another.

  • Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics, are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. Although democracy is valuable it fits uneasily with many other political values and is in many respects less than equal to the demands it confronts. Democracy Defended

  • Is there a public good? A prevalent view in political science is that democracy is unavoidably chaotic, arbitrary, meaningless, and impossible. Such scepticism began with Condorcet in the eighteenth century, and continued most notably with Arrow and Riker in the twentieth century. In this powerful book, Gerry Mackie confronts and subdues these long-standing doubts about democratic governance. Problems of cycling, agenda control, strategic voting, and dimensional manipulation are not sufficiently harmful, frequent, or irremediable, he argues, to be of normative concern. Mackie also examines every serious empirical illustration of cycling and instability, including Riker's famous argument that the US Civil War was due to arbitrary dimensional manipulation. Almost every empirical claim is erroneous, and none is normatively troubling, Mackie says. This spirited defence of democratic institutions should prove both provocative and influential.

  • Justice, Gender and the Politics of Multiculturalism explores the tensions that arise when culturally diverse democratic states pursue both justice for religious and cultural minorities and justice for women. Sarah Song provides a distinctive argument about the circumstances under which egalitarian justice requires special accommodations for cultural minorities while emphasizing the value of gender equality as an important limit on cultural accommodation. Drawing on detailed case studies of gendered cultural conflicts, including conflicts over the 'cultural defense' in criminal law, aboriginal membership rules and polygamy, Song offers a fresh perspective on multicultural politics by examining the role of intercultural interactions in shaping such conflicts. In particular, she demonstrates the different ways that majority institutions have reinforced gender inequality in minority communities and, in light of this, argues in favour of resolving gendered cultural dilemmas through intercultural democratic dialogue.

After Identity

  • Social and political theorists have traced in detail how individuals come to possess gender, sex and racial identities. This book examines the nature of these identities. Georgia Warnke argues that identities, in general, are interpretations and, as such, have more in common with textual understanding than we commonly acknowledge. A racial, sexed or gendered understanding of who we and others are is neither exhaustive of the 'meanings' we can be said to have nor uniquely correct. We are neither always, or only, black or white, men or women or males or females. Rather, all identities have a restricted scope and can lead to injustices and contradictions when they are employed beyond that scope. In concluding her argument, Warnke considers the legal and policy implications that follow for affirmative action, childbearing leave, the position of gays in the military and marriage between same-sex partners.

Justice without Borders

  • The cosmopolitan idea of justice is commonly accused of not taking seriously the special ties and commitments of nationality and patriotism. This is because the ideal of impartial egalitarianism, which is central to the cosmopolitan view, seems to be directly opposed to the moral partiality inherent to nationalism and patriotism. In this book, Kok-Chor Tan argues that cosmopolitan justice, properly understood, can accommodate and appreciate nationalist and patriotic commitments, setting limits for these commitments without denying their moral significance. This book offers a defense of cosmopolitan justice against the charge that it denies the values that ordinarily matter to people, and a defence of nationalism and patriotism against the charge that these morally partial ideals are fundamentally inconsistent with the obligations of global justice. Accessible and persuasive, this book will have broad appeal to political theorists and moral philosophers.

  • In Political Theory and Feminist Social Criticism Brooke Ackerly demonstrates the shortcomings of contemporary deliberative democratic theory, relativism and essentialism for guiding the practice of social criticism in the real, imperfect world. Drawing theoretical implications from the activism of Third World feminists who help bring to public audiences the voices of women silenced by coercion, Brooke Ackerly provides a practicable model of social criticism. She argues that feminist critics have managed to achieve in practice what other theorists do only incompletely in theory. Complemented by Third World feminist social criticism, deliberative democratic theory becomes critical theory - actionable, coherent, and self-reflective. While a complement to democratic theory, Third World feminist social criticism also addresses the problem in feminist theory associated with attempts to deal with identity politics. De-Facing Power

The Politics of Moral Capital

  • It is often said that politics is an amoral realm of power and interest in which moral judgment is irrelevant. In this book, by contrast, John Kane argues that people's positive moral judgments of political actors and institutions provide leaders with an important resource, which he christens 'moral capital'. Negative judgements cause a loss of moral capital which jeopardizes legitimacy and political survival. Studies of several historical and contemporary leaders - Lincoln, de Gaulle, Mandela, Aung San Suu Kyi - illustrate the significance of moral capital for political legitimation, mobilizing support, and the creation of strategic opportunities. In the book's final section, Kane applies his arguments to the American presidency from Kennedy to Clinton. He argues that a moral crisis has afflicted the nation at its mythical heart and has been refracted through and enacted within its central institutions, eroding the moral capital of government and people and undermining the nation's morale.

  • For a half-century or more, political theory has been characterized by a pronounced distrust of metaphysical or ontological speculation. Such a disposition has been sharply at odds with influential currents in post-war philosophy - both analytic and continental - where metaphysical issues have become a central preoccupation. Rejecting Rights

  • The language of rights is ubiquitous. It shapes the way we construct our debates over issues such as abortion, affirmative action and sexual freedom. This provocative new study challenges the very concept of rights, arguing that they jeopardize our liberty and undermine democratic debate. By re-conceptualizing our ideas about limited government, it suggests that we can limit the reasons or rationales on which the polity may act. Whereas we once used the language of rights to thwart democratic majorities, Bedi argues that we should now turn our attention to the democratic state's reason for acting. This will permit greater democratic flexibility and discretion while ensuring genuine liberty.
