In an era marked by growing conflicts, prolonged humanitarian needs and less donor funding, collaboration between the humanitarian and peacebuilding sectors is essential for more effective responses. This paper examines the complexities of fostering such collaboration, emphasizing the importance of integrated multisectoral approaches capable of addressing both immediate necessities and long-term peace and development objectives. While recent initiatives such as the humanitarian–development–peace nexus framework and the United Nations Secretary-General's Agenda for Humanity reflect progress toward integrated approaches, substantial collaborative challenges persist. This paper identifies three key entry points for mutual learning between humanitarian and peace actors. Firstly, it discusses a “peace-responsive” approach to humanitarian activities that proactively contributes to “peace-positive” outcomes. Secondly, it emphasizes the need for the peace sector to learn from humanitarian efforts regarding accountability to affected communities. Thirdly, it underscores the need to understand the normative foundations of each sector and their implications for joint action. Drawing on these insights, the paper offers recommendations for policy-makers and practitioners to help them advance joint approaches to humanitarian assistance and peacebuilding in conflict-affected contexts.

Climate change and its potentially violent consequences for international peace and security have transformed the United Nations (UN) approach to Sustaining Peace. One of the emblematic initiatives of this new approach is the UN Joint Programme for Women, Natural Resources, Climate, and Peace. We use feminist peace scholarship to consider what the recent debates about who builds peace and where peace is built in Peace Studies and Environmental Peacebuilding miss when they treat concepts of ‘scale’ and local natural resource management as gender-neutral and what this might tell us about the wider UN Peacebuilding agenda in which it is situated. We make three claims. First, we claim that gendered relations of power that leverage women for win–win opportunities of peace and gender equality (re)produce an idea of a feminised, self-contained local. Second, we demonstrate that this makes it possible to reproduce the dominant political order that privileges intervention, and the dominant economic order that is occupied with forcing ‘local’ economies to adapt their natural resource management strategies. Third, we argue that assuming that ‘the who’ and ‘the where’ of building peace is local makes it much harder to ask about how the conditions of possibility for violence transcend scales.

Over the past seventy-five years, the UN has evolved significantly, often in response to geopolitical dynamics and new waves of thinking. In some respects, the UN has registered remarkable achievements, stimulating a wide range of multilateral treaties, promoting significant growth of human rights, and at times playing a central role in containing and preventing large-scale armed conflict. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay argues that the organization has been the most impactful in three areas: producing, shaping, and driving key ideas, particularly on development and rights; generating such effective operational agencies as UNICEF and the World Food Program; and, especially in the immediate post–Cold War period, addressing major conflict risks through the Security Council. Since then, however, the UN has struggled to meet emerging challenges on many fronts and been increasingly hampered by internal ossification and institutional sprawl as well as internecine dysfunction. The twenty-first century has confronted the UN with further challenges relating most notably to climate change; to risks arising from new technologies; and to the increasingly fraught relationships between China, Russia, and the United States. If the past seventy-five years can offer one lesson, it is that new thinking and new ideas will need to drive the organization to evolve still further and faster, or else risk irrelevance.

The United Nations Security Council is often described as an opaque body, closed in both membership and approach, and unaccountable for its conduct. For many years, this view has motivated calls for reform to the Council's working methods. This article aims to shine light on the Council's approach to process matters, recognizing the Council's preference for making change through developments in practice. The article reviews the efforts undertaken by the ‘Small Five’ group of States from 2005 to 2012, followed by the efforts since 2013 of the Accountability, Coherence and Transparency Group, while also acknowledging the contributions made by Japan. With some proposals having received some degree of Council support, the sustained implementation of change is identified as the key priority. The article argues for the contextual application of the key concepts of transparency, engagement and accountability, as well as prevention, to provide a principled basis for both the maintenance and development of working methods reform.

The rising pressures of urbanization in fragile and conflict-affected countries have increased concerns about the vulnerability of cities to armed threats. Changes in the character of armed conflict during the twenty-first century and its effects on cities in the developing world have exposed gaps in the planning and practice of peace and security, which retain a “nation-State bias” that circumvents local perspectives and agencies. Whereas full-scale use of military power in cities remains as destructive today as it has ever been, international organizations such as the United Nations have called for changed approaches to State tactics in urban areas. Mechanisms designed to prevent conflict or to help countries transition back to peace are particularly key if massive human and economic damages are to be avoided in a world of increasingly dense cities. Another key concern is the vulnerability of developing-world cities to low-intensity, if protracted, forms of violence by non-State actors, particularly in post-conflict contexts. Conflict prevention and peace transitions in cities (including mainstream international tools such as peacekeeping, stability and reconstruction aid) are affected by specifically urban pressures linked to rising populations, migration, ethnic tensions, institutional deterioration and the weakening of urban services. Therefore, the physical and social characteristics of cities interact with military and developmental policies in unique ways. An understanding of key local actors, services and institutions affecting urban drivers of armed conflict – an urban strategic environment – can help practitioners and strategists to craft comprehensive policies.

Since its establishment in 2002, the African Union (AU) has accorded particular importance to the establishment of a robust mechanism for effectively responding to conflicts in Africa. This emerging mechanism established under the Protocol Relating to the Establishment of the Peace and Security Council (PSC Protocol) is known as the African Peace and Security Architecture (APSA). Central to the APSA is the PSC, which, like the UN Security Council, is ‘a standing decision-making organ for the prevention, management and resolution of conflicts’. The PSC is vested with expansive powers covering the prevention, management and resolution of conflicts in Africa. In this context, the PSC Protocol not only makes numerous direct references to human rights but it also assigns the PSC with specific responsibilities vis-à-vis the protection of human rights. Despite the PSC's express mandate with respect to human rights and the crucial importance and link of human rights to peace and security in Africa, little has however been written and discussed on the subject of human rights from the perspective of the works of the PSC and generally within the context of AU initiatives for the promotion, maintenance and restoration of peace and security in Africa. In an effort to contribute towards filling this lacuna, this article seeks to consider the place of human rights within the mandates of the PSC and the need for and the extent to which they are integrated into the PSC's work for the prevention, management and resolution of conflicts in Africa
