This research challenges the conventional wisdom that value-driven protests in China are exceedingly rare and face harsh state repression. Drawing on a hand-coded, multi-source dataset of over 3,100 protests in three Chinese megacities from 2014 to 2016, we identify 67 protests that reveal a hitherto unknown underbelly of everyday, value-driven contention. Qualitatively, we identify three main forms of contentious performances. Quantitatively, we show how value-driven protesters combine non-disruptive tactics with ambitious targets and virtually never extract concessions. Surprisingly, we find that such protests are less often policed and repressed than other protests. They are also never met with violence from non-state actors. We provide three interpretations for the counter-intuitive finding on repression. This study shows that the Chinese state coexists with a non-negligible amount of explicitly regime-critical contention. It adopts a containment strategy, tolerating a certain extent of value-driven performances when the risk of spill-over into wider society is limited.

This paper presents the content of this thematic issue of Diogenes on Asian studies in Turkey. It explains the origins of this set of papers in light of relevant scholarship, relates it to current academic work in the field, and provides a rationale for issuing a volume on Asian scholarship in Turkey.

While comparative research on gender and politics has produced a sizable literature on the appointment of women to cabinet positions in democracies, we know surprisingly little about appointment practices in authoritarian contexts at subnational levels. We address this gap with the resumés of 3,681 political appointees in subnational China (2003–2020). Our analysis reveals that subnational Chinese politics meets most of the criteria scholars put forward as being indicative of gendered institutions: (1) women and men's career patterns are different; (2) women are assigned to more feminine posts, while masculine posts provide more promotion opportunities; and (3) regarding backgrounds, women are younger, better educated and more likely to be ethnic minorities as a result of the implementation of tandem quotas. The findings advance the literature on gender and politics, showing that gender's effect on appointment transcends regime types and the dichotomy of national/subnational politics.

How can China develop so quickly and yet maintain stability? Most scholars pinpoint the efforts of China's local government leaders as a primary factor. Regarding what motivates these leaders, however, scholars display wide disagreement. The widely accepted “promotion tournament” hypothesis stresses competition among local leaders as the driving force, but empirical test results vary considerably and create controversy. We argue that tests of promotion competition should target leadership behaviour rather than institutional inducements; the latter are, at best, a necessary condition of the former. Informed by extensive fieldwork, this study proposes an alternative and more direct approach to verifying the promotion tournament hypothesis by examining the impacts of promotion competition on leaders’ performance efforts. Our test results show, however, that competition for promotion has no significant impact on local leaders’ behaviour, thereby indicating that the promotion tournament hypothesis cannot be the primary explanation for China's economic achievements and regime resilience. In so doing, our study illuminates the oversimplified assumptions behind a prevailing proposition in Chinese politics and offers empirically informed insights into the tensions between political institutions and leadership behaviour.

While research on women's substantive representation in legislatures has proliferated, our knowledge of gender lobbying mechanisms in authoritarian regimes remains limited. Adopting a state-society interaction approach, this article addresses how women's interests are substantively represented in China despite the absence of an electoral mandate and the omnipresence of state power. Drawing on extensive fieldwork, this article maps out the intertwining of key political agents and institutions within and outside the state that mobilize for women's grievances and demands. We find that representation of women's interests in China requires the emergence of a unified societal demand followed by a coalition of state agency allies navigating within legislative, executive, and Party-affiliated institutional bodies. The pursuit of women's interests is also politically bounded and faces strong repression if the lobbying lacks state alliances or the targeted issue is considered “politically sensitive” by the government.

China's political system has been characterized by two institutions since the 1980s: an explicit “layer-by-layer administrative hierarchy” and the “appointment of cadres one level down.” There have, however, been two departures from these administrative practices. First, some provinces have “empowered prosperous counties” by placing them in a dual-reporting relationship with both prefecture-level cities and provinces. Second, some provinces have restored personnel control going “two levels down” by appointing key officials at the county and urban district levels of government. These deviations evolved as responses to China's GDP-centric policy environment during the early reform era. Based on field interviews and nationwide analysis of city-level personnel data, this article argues that such adaptations have generated unintended conflicts between provinces and prefecture-level cities. While prior studies of evolutionary change in China highlight the relationship between state and non-state actors, this study demonstrates how interactions among state actors themselves may fundamentally transform the dynamics of administrative governance.

This article analyzes the relation between Confucianism and Chinese politics in the history, actuality, and future. The focus is on the special relationship between Confucianism and Chinese politics. First, the author provides a brief historical reflection on the relationship between Confucianism and Chinese traditional politics and develops three dimensions for such an interpretation. Second, the author explains the need for a Confucian renaissance in contemporary Chinese politics. The article then turns to the contemporary controversy about Confucianism and Chinese politics in mainland China. Jiang Qing's conception of Confucianism as state religion is then juxtaposed with Chen Ming's articulation of Confucianism as civil religion. In conclusion, the author argues that Confucianism should serve as an ethical resource for the state constitution, as well as a resource for social governance and cultivation.

Whether local officials in China are promoted on a meritocratic basis has been the subject of long-standing debate. Merit is commonly gauged by a leader's ability to deliver local GDP growth. Although some find economic performance to be a strong predictor of the career success of local leaders, we argue that the existing measure, which focuses on the promotion outcome of a single career step, is problematic because the career success of individual local leaders is seldom determined by a single promotion, or the lack thereof. We propose an alternative measure that is more suitable for China's political context: the length of time until promotion. Analysing the time it takes to gain promotion for four types of local leaders, we find that good economic performance is associated with a shorter time until promotion. However, the cumulative time-reducing effect of economic performance is far from significant, as it is generally insufficient to help local leaders overcome the age ceiling for promotion.

Has survey nonresponse caused scholars to overestimate political trust in China? We analyse item nonresponse for sensitive questions on trust in government from our original survey of villagers conducted in China in 2012. We also analyse nonresponse in four other comparable surveys conducted in China between 1993 and 2014. We examine the association between nonresponse to politically sensitive questions and individual characteristics such as sex, level of education, Party membership and cosmopolitanism. We find that less privileged groups may be underrepresented in survey data generally. We find mixed results regarding the association between cosmopolitanism and nonresponse. We conclude that our understanding of political trust in China has been compromised by high rates of item nonresponse, leading to artificially high estimates of trust in the centre and exaggerated accounts of the gap between trust in central and local leaders.

Despite strict state controls, negative news about local officials is reported in China. Faced with political constraints and the incentive and pressure to earn profits, municipal television news programmes have developed and adopted the life news model (minsheng xinwen), which aims to help citizens solve problems. The production process of this news model has transformed the political role of the broadcast media at the local level. Many life news reports focus on disputes between citizens and local officials. Thus, addressing citizen grievances essentially facilitates public service provision. Based on an ethnographic case study of a municipal television news programme, this article finds that the production process of life news reports can facilitate public service provision by correcting local officials’ behaviour, regardless of whether the news reports are eventually broadcast. This unintended role is a result of the power negotiation between local officials and journalists who face immense commercial pressure.

Studies on Chinese politics frequently utilize the safety valve analogy to describe various political decisions that allow space for feedback and challenges. Drawing upon these empirical studies and the theoretical literature on institution, authoritarianism, and democratization, this review essay delineates the logic of the safety valve strategy and how it fits into the scheme of prolonging authoritarian rule. It identifies the use of informal and temporary measures to appease aggrieved citizens as the central feature of the safety valve strategy, complementing formal means such as institutional reform. The informal and temporary measures are different from the patronage system, and credibility is not necessarily a prerequisite for effectiveness. The safety valve strategy contributes to authoritarian resilience by relieving public frustration, reducing the propensity to contentious politics, and in some cases enabling the government to collect information on potential opposition groups or emerging problems.

Much has been written on the triangular, and increasingly high-profile, China-Taiwan-US relations. However, scholars have yet to apply Diversionary Theory to the China-Taiwan dyad. DT argues that leaders may resort to international conflict when domestic political and economic situations become troublesome, aiming at directing public attention away from problems at home. While creation of explicit military conflict in the Taiwan Strait by Taipei is deemed quite unlikely, more subtle processes of diversion might be expected instead. This article applies a variant on DT to assess whether leaders in Taipei have used rhetoric about Taiwan independence or unification as a distraction from domestic problems during the years leading up to Taiwan's 2004 presidential election. We find that, as the president's approval sinks, pro-independence rhetoric becomes more likely. Overall, the results of this study confirm extension of DT to the case of Taiwan and encourage further research applied to middle powers.

China has established a petition system to elicit information about grievances. However, the petition system may have perverse effects because it also reveals to the center the failure of local-level officials to resolve those grievances. Anecdotal accounts suggest that local officials have incentive to silence petitioners, often with the use of repression. In this article we study whether non-regime threatening petitions would provoke local governments' coercive response. To tackle the endogenous relationship between petition and repression, we take advantage of a natural experiment afforded by a change in hydroelectricity policy in China. In particular, we use provincial hydropower outputs as an instrument to identify citizen petitions. We find that citizen petitions significantly increase a province's spending on its repressive apparatus. The results suggest a paradoxical outcome of China's petition system: while it may help reduce the national authority's use of repression, it has caused an explosion of repression within the authoritarian system as a whole.

In “Diversionary Dragons, or ‘Talking Tough in Taipei’” (Journal of East Asian Studies 9, 3: 369–398), Yitan Li, Patrick James, and A. Cooper Drury presented a newly created data set to show that Chen Shui-bian used independence rhetoric and confrontation with the mainland as a diversionary tactic in the face of domestic political difficulties. In the present exchange, Jonathan Sullivan challenges the authors' understanding of how the Democratic Progressive Party used the Taiwan independence issue—and the authors' interpretation of independence—and raises questions about the coding of press coverage as a means of identifying underlying preferences. The authors respond, concluding that the future use of such diversionary tactics is by no means foreclosed.
